City Council consideration to authorize the City Manager to execute a Cooperative Agreement between the City and the City of Norco; and approve an appropriation and revenue estimate increase in the amount of $140,830.20 within the Public Works Transportation Grant/Agreement Fund for the Capital Improvement Project titled “2017 Street Rehabilitation Project.”

RECOMMENDED ACTION:
Recommended action
That the City Council :
1. Approve and authorize the City Manager or his designees to execute a Cooperative Agreement between the City and the City of Norco, in the amount of $140,830.20, to reimburse the City for City of Norco’s fair share contribution for the pavement rehabilitation of River Road within the City of Norco’s city limits.
2. Approve an appropriation and revenue estimate increase in the amount of $140,830.20 within the Public Works Transportation Grant/Agreement Fund for the Capital Improvement Project titled “2017 Street Rehabilitation Project.”

ANALYSIS:
The 2017 Street Rehabilitation Project, Project No. 2017-01 consists of pavement rehabilitation of approximately 18 lane-miles of major streets in the following areas: Lincoln Avenue between Rincon Street and City’s northerly limits; Main Street between Grand Boulevard and City’s northerly limits; and River Road between Corydon Street and Main Street, per attached Exhibit “A.” Completion of this project will preserve the existing pavement, extend the useful life of the asphalt, and provide a smoother travel surface for motorists and pedestrians.
A portion of River Road rehabilitation is within the City of Norco’s city limits. City staff worked with City of Norco staff to prepare the Cooperative Agreement to establish and coordinate the responsibilities of each agency with respect to the Project.
The recommended Cooperative Agreement will enable the City to be reimbursed for Project costs including design costs, and construction up to $140,830.20.

STRATEGIC PLAN:
This item supports the City’s Strategic Plan Goal 1: Promote Public Safety; Objective c: Ensure adequate funding for investments and improvements in infrastructure that support public safety. Completion of the proposed project will repair, replace, and install infrastructure improvements that contribute to the safety and mobility of Corona residents.
FISCAL IMPACT:
The recommended action will result in an appropriation and revenue estimate increase of $140,830.20 within the Public Works Transportation Grant/Agreement Fund (Fund 243), which will be reimbursed by the City of Norco in accordance with the Cooperative Agreement.
Upon approval of the recommended action, funding for this project will be available in the Fiscal Year 2017-18 Capital Improvement Project Budget as follows:

ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action merely approves a Cooperative Agreement, and there is no possibility that approving this agreement will have a significant effect on the environment. Therefore, no environmental analysis is required.
