SUBJECT: City Council Consideration to adopt Resolution 2018-017, authorizing the City Manager or designee to submit an application to the League of California Cities for the 2018 Helen Putnam Award for Excellence.

RECOMMENDED ACTION:
That the City Council adopt Resolution No. 2018-017, Authorizing the City Manager or designee to submit an application to the League of California Cities for the 2018 Helen Putnam Award for excellence and related documents as required by the league in participation of the program.

ANALYSIS:
The League of California Cities Helen Putnam Award for Excellence recognizes California Cities for outstanding achievement annually. League members have opportunity to apply for an Award of Excellence recognizing unique contributions to residents and businesses resulting in lower cost and efficiencies in the delivery of services. Any league member city may apply however, approval must be obtained from the City Council prior to the submittal of an application. Staff recommends that the City Council adopt a resolution supporting the submittal of an application for Internal Administration with a focus on the development of performance analytics and application development.

STRATEGIC PLAN:
This action supports the City's Strategic Plan Goal 4: Actively Engage in Public and Private Partnerships to Provide Services and Amenities (b) Proactively develop partnerships with local and regional business interest and agencies.

FISCAL IMPACT:
There is no cost associated with the award application.

ENVIRONMANTAL ANALAYSIS:
No environmental review is required because the proposed action is not a project under the California Environmental Quality Act.
