City Council and Corona Utility Authority consideration to award NIB18-031CA WRF1 Centrifuge project to Pascal & Ludwig Constructors and approve an appropriation to the Capital Improvement Project entitled WRF#1 Centrifuge.

RECOMMENDED ACTION:
Recommended action
That the:
1. City Council appropriate a total of $804,550.49 to the Capital Improvement Project (CIP) entitled WRF#1 Centrifuge from the following sources: $325,425.39 from the 2013 Wastewater Bonds Fund 454 and $479,125.10 from the Water Reclamation Utility Fund 572.
2. City Council adopt the plans and specifications for the WRF1 Centrifuge Project and award NIB 18-031CA to Pascal & Ludwig Constructors of Ontario, CA in the amount of $781,000 to install the centrifuge and build the necessary infrastructure.
3. City Council authorize the General Manager and City Attorney to negotiate and execute any extensions and/or amendments to the Construction Contract which are either non-substantive or otherwise in compliance with the City Council’s actions hereunder, including the determination and implementation of any termination or mutually acceptable extensions to the Construction Contract
4. City Council authorize the Purchasing Agent to issue purchase orders in accordance with the duly authorized and executed agreements, change orders, amendments and renewals.
5. Corona Utility Authority (CUA) review, ratify and to the extent necessary direct that the City Council take the above actions.

ANALYSIS:
Department of Water and Power (DWP) operates three water reclamation facilities serving the City of Corona. All biosolids processing is done at Water Reclamation Facility #1 (WRF1). At WRF1 biosolids processing includes the use of digesters, gravity thickeners, two belt presses, and a dryer. Each step in the process is designed to remove additional moisture from the solids to produce a product that is as dry as possible; drier products are lighter and therefore easier and less expensive to offload and remove from the site. DWP purchased a centrifuge to replace one of the existing belt presses to improve moisture removal before biosolids enter the dryer. The installation of the centrifuge will help the dryer operate more efficiently.
On February 7, 2018, the Administrative Services Department issued NIB 18-031CA WRF1 Centrifuge to seven prequalified contractors from DWP’s prequalified contractor list. The project scope is to demolish the existing equipment, install a new structure, roof, and electrical and instrumentation components, and provide installation of the City-purchased centrifuge. Bidding closed on March 7, 2018, with three companies providing bids.

Pascal & Ludwig Constructors is the apparent lowest responsive and responsible bidder. DWP requests the City Council award NIB 18-031CA to Pascal & Ludwig Constructors.
The appropriation is requested as staff was in the preliminary design stage of the project during the preparation of the Fiscal Year 2017-18 budget; therefore, the additional funding was not included as staff was uncertain as to the design completion date.

FISCAL IMPACT:
The Capital Improvement Project for WRF#1 Centrifuge (Project 6261) has an existing balance of $276,449.51. DWP is requesting an appropriation of $325,425.39 from the 2013 Wastewater Bonds Fund 454 and $479,125.10 from the Water Reclamation Utility Fund 572 to the Project 6261. This will increase the available balance in the CIP to $1,081,000.00 which will provide $781,000.00 to Pascal & Ludwig Constructors and $300,000.00 for onsite project management and any other ancillary studies or services required for this project.
