RECOMMENDED ACTION:
Recommended action
That the City Council authorize the appropriation of $413.33 to the operating budget for Community Facilities Districts (CFD) 2002-3 (Fund 251) and $5,632.11 to CFD 2011-1 (Fund 253) for routine landscape maintenance in both CFDs and for tree trimming services for CFD 2011-1.

ANALYSIS:
The City of Corona manages several landscape maintenance districts that are responsible for specific areas of landscape maintenance throughout the City. Funding for the maintenance comes from special assessments levied on parcels within the districts. Specifically, CFD 2002-3 is for landscaping on Temescal Canyon and Cajalco Road, and CFD 2011-1 is for landscaping on North Main Street. On February 21, 2018, the City Council awarded Notice Inviting Bid (NIB) 18-022JT to OakWest Services, Inc. (OakWest) for the landscape maintenance of several landscaping areas maintained by the City, including areas in CFD 2002-3 and CFD 2011-1. However, the approved landscape maintenance budget for the respective CFDs was not increased at the time of contract award. While the Fiscal Year 2017-18 budget reflected an inflationary increase in landscape maintenance, it was based on the previous contract rates for the areas. However, Maintenance Services went out to bid for landscaping services, and those services cost more than what was originally budgeted. The OakWest contract was awarded for $466,440, of which CFD 2002-3's monthly cost is $1,045.00 and CFD 2011-1's monthly cost is $350.00.
