That the City Council receive an informational report and update on the Electric Rate & California Energy Commission (CEC) Plug-In Electric Vehicle (PEV) Grant Study and prior contract award.

ANALYSIS:

On May 6, 2015, the City Council accepted a grant from the California Energy Commission’s (CEC) Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) in the amount of $275,078. This grant was awarded to the City of Corona Department of Water and Power (DWP) to fund the development of residential electric vehicle charging station (EVCS) installation best practices and rate structures to help support the growing demand for electric vehicles (EV) and increase the awareness of the availability, location, cost and charging voltages of the City’s electric vehicle charging stations. The grant would assist the DWP in assessing its current electric infrastructure in the Dos Lagos residential area and its readiness to accept the future anticipated demand for at-home electric vehicle charging stations.

Subsequently, DWP issued Request for Proposal (RFP) 17-011CA, which was for the grant funded project as well as to perform a cost of service study for the DWP electric utility rates. RFP 17-011CA was awarded to Leidos Engineering, LLC (Leidos) of Reston, VA, at the City Council meeting held on March 1, 2017 in the amount of $197,240. Following award and issuance of purchase order, DWP began working with Leidos on the project. However, after extensive discussions between Leidos, DWP and the CEC, it became evident that Leidos would not be able to comply with the conditions of the grant agreement. The grant agreement was included as part of RFP 17-011CA. Specifically, Leidos was not able to provide details on their fringe benefit and indirect cost rates, as required by the CEC for all subcontractors. On September 12, 2017, the City of Corona Purchasing Division of the Administrative Services Department issued a notice of termination to Leidos.

Following Leidos’ agreement termination, the City issued RFP 18-010 CA to re-bid the required services. After receiving and evaluating five proposals, the DWP selected Schneider Engineering LTD (Schneider) of Boerne, TX, to conduct the rate and EV studies. Of the five consultants that responded, only two provided proposals for the CEC grant work; Schneider Engineering and NewGen Strategies. Schneider was selected due to the qualifications of their firm and personnel, related experience, completeness of response and reasonableness of cost and price.  The contract award was $108,250, and did not come before City Council as it fell within the DWP General Manager’s purchasing authority limits. City staff is providing this update to Council for informational purposes only; no action is required.

FISCAL IMPACT:

There is no fiscal impact for this City Council action. An informational report is being provided to City Council to update them on the actions that have occurred since their initial contract award to Leidos in March 2017.

No environmental review is required because the proposed action is not a project governed by the California Environmental Quality Act.
