City Council and Corona Utility Authority consideration to award NIB 18-037JT to Evoqua Water Technologies for Biosolids Dryer Mixer.

RECOMMENDED ACTION:
Recommended action
That the:
1. City Council award Notice Inviting Bids (NIB) 18-037JT Biosolids Dryer Mixer to Evoqua Water Technologies, the lowest responsive, responsible bidder for the total bid amount of $319,250 and waive any and all minor irregularities in the bidding document as submitted by said bidder.
2. City Council authorize the Purchasing Agent to execute a Purchase Order in the amount of $319,250, and approve necessary change orders and/or amendments up to the amount provided by Corona Municipal Code Section (CMC) 3.08.060(J).
3. City Council authorize the General Manager and City Attorney to negotiate and execute any extensions and/or amendments which are either non-substantive or are otherwise in compliance with the City Council's actions hereunder.
4. Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

ANALYSIS:
The City of Corona Purchasing Division solicited bids from qualified bio-solids dryer mixer manufacturers for the Biosolids Dryer Mixer project. The Department of Water and Power will be overseeing this project.
The bid was advertised in the Sentinel Weekly News on March 30, 2018 and posted on the City's website. In addition, the City solicited contractors known to provide such services. An optional pre-bid meeting was held on April 5, 2018. Two (2) contractors submitted bids by the April 26, 2018 bid due date and time.
