Recommended action
That the City Council approve the attached Side Letter of Agreement Modifying the 2018-2020 Memorandum of Understanding between the City of Corona and the Corona Firefighters Association.

ANALYSIS:
After meeting and conferring in good faith with the Corona Firefighters Association (CFA), certain provisions of the Memorandum of Understanding (MOU) have been revised. The revisions include the elimination of the Squad Company, temporary realignment of the planned vacancies, clarification of the additional compensation paid to a Secondary Paramedic when assigned as primary, and reassignment of the Fire Inspector I to the bargaining unit.

The number of planned vacancies will be temporarily reduced to account for the elimination of the Squad Company. The personnel assigned to the Squad Company will fill any vacancies in regular positions as they become available through attrition in the future. When the Squad Company fill those regular positions, the planned vacancies will return to one full Engine Company of four personnel (i.e.,1-Fire Captain, 1-Fire Engineer, 2-Firefighters) per shift. Each February as part of the annual budget process, the City will review and consider whether it is fiscally feasible to reinstate the Squad Company or a Truck/Ladder Company and the minimum staffing of each.

The additional compensation language for the Secondary Paramedic temporarily designated as a Primary Paramedic will apply to the entire shift, consistent with the 2007-2017 MOU.
