RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Award Request for Proposals (RFP) 18-006SB, titled “Contracted Fixed Route/Corona Dial-A-Ride (Paratransit) Transportation Services” to MV Transportation, Inc. of Dallas, Texas based upon the findings noted in this report.

 

2.                     Authorize the City Manager, or his designee, to execute a Maintenance/General Services Agreement with MV Transportation, Inc. in the amount of $5,787,340.83, for the initial three-year period ending June 30, 2021 and two (2) one-year extensions in the amount of $4,196,743.16 with total compensation of $9,984,083.99 for the five-year contract and approve necessary change orders and/or amendments up to the amount provided by the Corona Municipal Code Section 3.08.070(I).  

 

3.                     Authorize the Purchasing Manager to issue a purchase order to MV Transportation, Inc. in accordance with the duly authorized and executed agreement.

 

4.                     Authorize the City Manager, or his designee, and City Attorney to negotiate and execute two (2) one-year agreement renewals and any extensions and/or amendments which are either non-substantive or are otherwise in compliance with the City Council's actions hereunder.

 

5.                     Authorize the Administrative Services Department to approve additional budgetary adjustments required for completion of this contract.

 

 

Body

ANALYSIS:

The City of Corona (City) operates Demand Responsive (paratransit) Dial-A-Ride (DAR) and Corona Cruiser Fixed Route Service for the citizens, visitors, and businesses of the City. The operation of these services has been contracted since the inception of the Corona Dial-A-Ride Service in 1977; and the Corona Cruiser in February 2001. 

 

DAR provides curb-to-curb service throughout the City of Corona and to the neighboring county areas of Coronita, El Cerrito, and Home Gardens as well as satellite locations in the City of Norco (Department of Motor Vehicles, Department of Public Social Services, and Norco College). The complementary paratransit Dial-A-Ride service area in some locations extends beyond city limits to ensure compliance with the Americans with Disabilities Act of 1990 with three-quarter (0.75) mile projections on either side and from the terminus of each of the Corona Cruiser fixed routes. The Corona Cruiser includes two (2) routes, the Red and Blue Line. These routes serve the city-center as well as the commercial, retail, and residential areas on the eastern, western, northern, and southern areas of the city. The Corona Cruiser also serves a number of elementary, middle, and high schools with the Red Line and the Blue Line. 

 

Every fiscal year, the combined services of the DAR and the Corona Cruiser provide over 190,000 trips to various rider groups including seniors, persons with disabilities, and students. 

 

The funding for this contract service is a combination of local and federal funds, which require the City to follow all procurement guidelines prescribed by the federal government and the City of Corona.  The City of Corona Purchasing Division solicited proposals from qualified, licensed vendors for operation of the City’s fixed route and paratransit bus services. The Public Works Department will be overseeing the operation of this contract. 

 

On March 19, 2018, the City issued RFP 18-006SB, titled “Contracted Fixed Route/Corona Dial-A-Ride (Paratransit) Transportation Services.” The RFP was advertised in the Sentinel Weekly News and other local/national publications on March 21 and 22, 2018 and posted on the City’s website.  The City also solicited six (6) vendors known to provide such services.  A voluntary pre-proposal meeting was held on March 29, 2018, to answer questions from prospective proposers and to tour administrative offices, fueling facilities, and the bus parking area.  Five (5) vendors participated in the pre-proposal meeting. Two (2) vendors submitted proposals by the submission date of May 10, 2018.

 

An evaluation committee comprising of Public Works staff and a representative member from Riverside Transit Agency was formed to consider and evaluate the proposals. The evaluation of the proposals was based on six (6) essential criteria:

 

1.                     Qualifications, Related Experience, and References (15%)

2.                     Staffing and Project Organization (25%)

3.                     Work Plan (30%)

4.                     Cost and Price (15%)

5.                     Retention of Employees (10%)

6.                     Completeness of Response (5%)

 

The evaluation scoring resulted with MV Transportation receiving the highest scores for their Work Plan and Cost.

 

The summary of the proposal evaluation rankings is presented below:

The current contract with Transportation Concepts, Inc., will expire on August 31, 2018, thus, staff is recommending the award of the contract for these services to MV Transportation, Inc.  The Contract with the new service provider, MV Transportation, Inc., will continue to provide superior mass transit services for the citizens, visitors, and businesses of the City of Corona.

STRATEGIC PLAN:

To continue to optimize the quality and value of Corona’s transit service through measured performance and adapting countermeasures aimed to continually improve the value and quality of transit service in Corona.

 

FISCAL IMPACT:

In Fiscal Year (FY) 2018-19, the value of the first year of the contract is estimated to be $1,869,510.75.  Sufficient funds for the first contract year are included in the FY 2018-19 Transit Services Fund budget. Operating revenues that support the transit program consist of Local Transportation Funds, Federal Transit Administration (FTA), Low Carbon Transit Operations Program (LCTOP) funds and fare revenues.  The General Fund contributes approximately $91,453 towards the transit program, for the required farebox ratio contribution, which was included in the FY 2018/19 through FY 2020/21 Short Range Transit Plan approved at the June 20, 2018 Council Meeting.  Approval of the contract with MV Transportation will not have any additional impact on the General Fund. 

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action merely awards the contract for operating the City’s transportation services. Since there is no possibility that adopting this action will have a significant effect on the environment, no environmental analysis is required.
