City Council consideration to execute the SB 132 Funding Agreement with Riverside County Transportation Commission for funding of the McKinley Street Grade Separation Project, No. 2012-12; authorize the City Manager, or his designees, to execute the Professional Services Agreement with Biggs Cardosa Associates, Inc. in the amount of $9,833,393; authorize the Purchasing Manager to issue a purchase order to Biggs Cardosa Associates, Inc. in the amount of $9,833,393; and award of RFP.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Approve the Funding Agreement between Riverside County Transportation Commission and the City of Corona for funding of the McKinley Street Grade Separation.
2. Authorize the Mayor to execute the Funding Agreement between the Riverside County Transportation Commission and the City of Corona.
3. Increase revenue estimates in the amount of $84,450,000.00 in the Public Works Capital Grants Fund (Fund 243), and appropriate the same amount for McKinley Street Grade Separation Project (CIP 69370) in the same fund.
4. Award Request for Proposal (RFP) 18-046CA, titled "Environmental, Right-of-Way and Engineering Design Services for McKinley Street Grade Separation" to Biggs Cardosa Associates, Inc. for the total amount of $9,833,393, and waive any and all minor irregularities in the proposal.
5. Authorize the City Manager, or his designees, to execute the Professional Services Agreement with Biggs Cardosa Associates, Inc., for the total amount of $9,833,393.
6. Authorize the Purchasing Manager to issue a Purchase Order to Biggs Cardosa Associates, Inc. for the total amount of $9,833,393 for design services and approve necessary change orders and/or amendments up to the amount provided by the Corona Municipal Code Section 3.08.070(I).
