City Council consideration to authorize a $34,643 budget transfer from the Police Department’s Animal Shelter Relocation capital project into the Animal Shelter Play Yard capital project.

RECOMMENDED ACTION:

Recommended action                     

That the City Council authorize a $34,643 budget transfer from the Police Department’s Animal Shelter Relocation capital project (CIP 67060) into the Animal Shelter Play Yard capital project (CIP 72410), both within the General Fund.

 

Body

ANALYSIS:

In September 2015, the City of Corona completed construction to renovate and convert the former Public Work’s warehouse located at 1330 Magnolia Avenue into the new Corona Animal Shelter on 1.49 acres with a 5,555 square foot facility. Phase I was successfully completed and it included the plans, design, construction, furniture, fixtures of enclosing and creating a public lobby, offices, conference room, break area, indoor/outdoor kennels, landscaping, and other items.

 

Later in 2017, Phase II of the work provided for planning, design, construction, of additional flooring, ceiling, centralized air system and lighting in the warehouse area, as well as, other outside work area items that needed to be addressed in the kennel area.

 

The total budget for Phase I and Phase II was $3.2M, currently, there is $34,643 remaining in the project after all the approved work was completed. The Police Department is requesting to transfer this remaining balance into the Animal Shelter Play Yard capital project.

 

The Police Department is proceeding with designing a play / socialization yard at the Animal Shelter facility that would allow the animals to have more room to exercise and socialize, not only with potential adoption individuals and families, but with other animals as well.

 

The Police Department had previously received funding from donations provided from the Corona Police Community Partnership of $26,189. The Department also partnered with businesses, Nuvis Landscape Architects, Baxter Miller Landscape Architects, and KWC Engineering for low-cost or pro-bono support in the design and architectural drawings of the play yard. Recently, another $21,000 was received in donations, $20,000 from Corona Rotary, and $1,000 from the Uber Realty Group to support this project.

 

These donations combined with the requested budget transfer will provide $81,832 of funding towards the new play / socialization yard.

 

This recommendation is just to transfer funding and any award of a construction contract or other related matters, will follow proper City purchasing guidelines.

This item supports the City Strategic Plan goal to City of Corona’s Strategic Plan is to Promote Public Safety: Protect our Residents and Businesses (a). Ensure adequate funding for police and fire services, (b). Ensure adequate funding for facilities and equipment needed to support timely delivery of police and fire services to our community and (c). Ensure adequate funding for investments and improvement in infrastructure that support public safety.

 

FISCAL IMPACT:

The requested actions will be internally funded by budgetary transfers within the General Fund from the Police Department capital projects budget with an estimated $34,643 into the Animal Shelter Play Yard capital project. The donations combined with the requested budget transfer will provide $81,832 of funding towards the new play / socialization yard.

 

As this agenda report is being prepared prior to the actual year end balances being determined and finalized, it is noted that the $34,643 amount is an estimate. Actual amounts will be used for transfers.

 

ENVIRONMENTAL ANALYSIS:

No environmental review is required because the proposed action is exempt under the California Environmental Quality Act.
