That the City Council consideration to adopt Resolution No. 2018-103 dedicating the ballfield at Eagle Glen Park as “Remembrance Field” and authorizing the placement of a plaque near the field commemorating members of the Corona community who lost their lives at the Route 91 Harvest Musical Festival in Las Vegas on October 1, 2017.

ANALYSIS:

The Library and Recreation Services Department received a request to name the ball field at Eagle Glen Park in honor of two community members killed as a result of the worst mass shooting in American history, which occurred on October 1st at the Route 91 Harvest Country Music Festival in Las Vegas. This request does not meet the criteria set forth in Administrative Policy 06400.0001 (City Property Naming Rights and Honorary Naming). Specifically, honorees under the Honorary Naming policy must be deceased for a minimum of five years.

However, given the national scope of the tragedy and its local impact-more than 800 people injured and 58 killed, including four members of the Corona community-the Public Services Committee approved for consideration by the full City Council dedication of the Eagle Glen Ballfield in honor of all those who died on October 1, 2017.

Since the ballfield will be dedicated as “Remembrance Field” it will not be named after an individual, family, business, non-profit organization, or other community group or organization as provided for in AP 06400.001. Thus, the proposed dedication falls outside the parameters of the policy, but still honors the general criteria for naming City property, as referenced in Section 3.1(A) of AP 06400.001. “Remembrance Field” would provide a location to commemorate members of the Corona community and, over time, will reflect Corona’s heritage.

The dedication of the ballfield, including creation and installation of a memorial plaque, will be funded by community donations. Additionally, the general community is encouraged to further enhance “Remembrance Field” through the dedication of trees and park benches through the Park Memorial Program provided for in Administrative Policy 06400.001, Section 3.1(B). This allows residents to purchase and dedicate a bench or pay the cost of tree maintenance for 20 years as a means to honor others. Both are provided at market rate cost and include a small commemorative plaque.

 

 

COMMITTEE ACTION:

The Public Services Committee discussed the proposed dedication at its meeting on August 1, 2018 and recommends consideration by the City Council.

 

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 4: “Actively engaging in public and private partnerships to provide services and amenities.”

 

FISCAL IMPACT:

Dedication of the ballfield and creation and installation of a dedication plaque and installation of any Park Memorial Program benches or tree plaques associated with “Remembrance Field” will be funded entirely through community donations.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action would simply allow for the installation of a small plaque and park benches in the area of an existing ballfield and there is no possibility that adopting this Resolution will have a significant effect on the environment.
