RECOMMENDED ACTION:

Recommended action                     

That the:

 

1.                     City Council approve the purchase of a Direct Replacement Roll Mill from CPM Roskamp Champion for the biosolids dryer at Water Reclamation Facility No. 1 in the amount of $201,582.00 as an exception to bidding pursuant to Corona Municipal Code (C.M.C.) 3.08.140(F) “No bids received” and based on findings noted in this report.

 

2.                     City Council authorize the Purchasing Agent to issue a purchase order in accordance with duly authorized and executed agreements, change orders, amendments and renewals.

 

3.                     City Council authorize the Administrative Services Department to pay a 30% down payment in the amount of $60,474.60 to CPM Roskamp Champion.

 

4.                     Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct that the City Council take the above actions.

Body

ANALYSIS:

The Roll Mill is a vital part of the biosolids drying process that mixes wet sludge with recycled materials.  The state-of-the-art biosolids dryer located at Water Reclamation Facility No. 1 (WRF1) converts municipal sludge into a dry pellet form creating a marketable resource which is sold to a fertilizer company.  In addition to being a marketable resource for the City, dry pellets are much less dense than wet sludge and therefore less costly to transport.  The biosolids dryer is a very intricate industrial process and the mixer plays a critical role in its operation.

CPM Roskamp Champion is the sole supplier of the OEM furnished Roller Mill Model TRC 1200-30 assembly that was designed for the WRF1 dryer process; the roll corrugations are proprietary.  Additionally, the 12” diameter roll machine is unique in size designed specifically for the WRF1 biosolids dryer build design.  The existing unit is worn and has exceeded its useful life.

On June 11, 2018, the City issued a Notice Inviting Bid (NIB) 18-050WY Bio Solids Roller Mill. The NIB was advertised in the Sentinel Weekly News on July 13, 2018 and posted to the City of Corona’s bidding website. The City solicited eight (8) vendors with zero (0) vendors submitting bids. As such, DWP is recommending this purchase be completed under C.M.C. Section 3.08.140(F) which provides as follows:

“(F) No Bids Received: When no bids are received through the non-public project formal or informal bidding procedures”.

Staff believes the exception to bidding for the Roll Mill from CPM Roskamp Champion is in the best interests of the City as they are the original equipment manufacturer and exclusive supplier of components that are based on proprietary drawings and engineered specifications for the WRF1 biosolids dryer.
