City Council and Corona Utility Authority consideration to award NIB18-047CA Cationic and Anionic Polymers for Water and Water Reclamation Treatment.

RECOMMENDED ACTION:
Recommended action
That the:

1. City Council award NIB 18-047CA to Aqua Ben in the amount of $317,000, Solenis in the amount of $110,000, and Polydyne in the amount of $69,000 for cationic and anionic polymers for water and water reclamation treatment.

2. City Council authorize the Purchasing Agent to issue purchase orders and change orders per Corona Municipal Code Section 3.08.080(H).

3. City Council authorize the General Manager and City Attorney or their designee to negotiate and execute non-substantive extensions, change orders and amendments up to the amount provided by Corona Municipal Code Section 3.08.080(I) through June 30, 2024 pursuant to Ordinance No. 2790.

4. Corona Utility Authority (CUA) review, ratify and to the extent necessary direct that the City Council take the above actions.

ANALYSIS:
The Department of Water and Power (DWP) operates four water treatment facilities and three water reclamation facilities serving the City of Corona. DWP uses a variety of polymers at these facilities to treat potable water and waste water. Each treatment plant has a different polymer requirement between anionic and cationic polymers and different volume requirements.
On May 14, 2018, the Administrative Services Department issued NIB 18-047CA Cationic/Anionic Polymers for Potable Water and Water Reclamation Treatment to fifteen chemical suppliers.
