City Council and Corona Utility Authority consideration to award NIB18-047CA Cationic and Anionic Polymers for Water and Water Reclamation Treatment.

RECOMMENDED ACTION:

Recommended action                     

That the:

 

1.                     City Council award NIB 18-047CA to Aqua Ben in the amount of $317,000, Solenis in the amount of $110,000, and Polydyne in the amount of $69,000 for cationic and anionic polymers for water and water reclamation treatment.

 

2.                     City Council authorize the Purchasing Agent to issue purchase orders and change orders per Corona Municipal Code Section 3.08.080(H).

 

3.                     City Council authorize the General Manager and City Attorney or their designee to negotiate and execute non-substantive extensions, change orders and amendments up to the amount provided by Corona Municipal Code Section 3.08.080(I) through June 30, 2024 pursuant to Ordinance No. 2790.

 

4.                     Corona Utility Authority (CUA) review, ratify and to the extent necessary direct that the City Council take the above actions.

 

Body

ANALYSIS:

The Department of Water and Power (DWP) operates four water treatment facilities and three water reclamation facilities serving the City of Corona. DWP uses a variety of polymers at these facilities to treat potable water and waste water.  Each treatment plant has a different polymer requirement between anionic and cationic polymers and different volume requirements.

On May 14, 2018, the Administrative Services Department issued NIB 18-047CA Cationic/Anionic Polymers for Potable Water and Water Reclamation Treatment to fifteen chemical suppliers. Bidding for polymers was based on polymer performance. Vendors were required to collect samples from the City in order to determine the proper dose rate for their company’s polymer for the intended application.  Bidding closed on June 18, 2018, with three companies providing bids:

                     Cationic Polymer (Water Reclamation): 2 bids received

                     Anionic (Water Reclamation: 2 bids received

                     Cationic Polymer (Potable Water): 1 bid received

 

                     Aqua Ben is the apparent low bidder for cationic polymer for the belt press and DWP requests $317,000 per year for this vendor to allow for any changes in DWP’s treatment requirements. 

                     Solenis is the apparent low bidder for cationic polymer for the gravity belt thickeners and anionic polymer. DWP requests a purchase order for $110,000 to allow for any changes in DWP’s treatment requirements. 

                     Polydyne is the apparent low bidder for cationic polymer for the potable water treatment process and DWP requests a purchase order for $69,000 to allow for any changes in the City’s treatment needs.

FISCAL IMPACT:

Funding for the recommended action is included in the Fiscal Year 2018-19 operating budgets for the Water Utility Fund (Fund 570) and Water Reclamation Utility Fund (Fund 572).

No environmental review is required because the proposed action is not a project governed by the California Environmental Quality Act.
