RECOMMENDED ACTION:

Recommended action

That the City Council adopt Resolution No. 2018-094 approving the acceptance of the City of Corona Local Hazard Mitigation Plan Annex from the Riverside County Operational Area Multi-Jurisdictional Local Hazard Mitigation Plan as required by the Federal Disaster Mitigation and Cost Reduction Act of 2000.

Body

ANALYSIS:

The Disaster Mitigation and Cost Recovery Act of 2000 amended the Robert T. Stafford Disaster Relief and Emergency Assistance Act by placing new emphasis on hazard mitigation planning.

The City of Corona is concerned about mitigating potential losses and potential mitigation measures to limit loss.

The Disaster Mitigation Act of 2000 requires all jurisdictions to be covered by a Local Hazard Mitigation Plan to be eligible for Federal Emergency Management Agency post-disaster funds.

An earlier version of the Riverside County Operational Area Multi-Jurisdictional Local Hazard Mitigation Plan was formally adopted on September 3, 2013. In 2016, the City of Corona Fire Department participated in the development of the update to the Riverside County Operational Area Multi-Jurisdictional Local Hazard Mitigation Plan and the City of Corona Local Hazard Mitigation Plan Annex.

The California Governor's Office of Emergency Services has reviewed the updated Plan on behalf of the Federal Emergency Management Agency.  Formal adoption of the Plan by City Council of the City of Corona is required before final approval of the Plan can be obtained from the Federal Emergency Management Agency.

The City of Corona Fire Department has determined that it would be in the best interest of the City of Corona to adopt the City of Corona Local Hazard Mitigation Plan Annex from the Riverside County Operational Area Multi-Jurisdictional Local Hazard Mitigation Plan, replacing the plan previously adopted.

COMMITTEE ACTION:

Not applicable

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1: Promote Public Safety: Protect our Residents and Businesses

FISCAL IMPACT:

To qualify for any future hazard mitigation grant awards, each jurisdiction must prepare or update, and have approved by the state, a local multi-hazard mitigation plan. Under terms of the Disaster Mitigation Act of 2000, which seeks to reduce federal expenditures for catastrophic events, a county, city, tribe, or special district affected by a declared disaster (i.e. earthquake, flood or wildfire) will still be able to receive emergency aid for recovery efforts without having an approved plan in place. However, it would be ineligible for FEMA funds to support hazard-mitigation projects, such as elevating flood-prone homes or seismic retrofitting vulnerable structures.  Approval of this plan will qualify the City of Corona under the Terms of the Disaster Mitigation Act of 2000 for future hazard-mitigation FEMA funds.

ENVIRONMENTAL ANALYSIS:

No environmental review is required because the proposed action is not a project under the California Environmental Quality Act.
