RECOMMENDED ACTION:
Recommended action
That the:

1. City Council authorize the General Manager to execute the amendment No. 1 to the agreement to form the Middle Santa Ana River Watershed Total Maximum Daily Load Task Force.

2. Corona Utility Authority (CUA) review, ratify and to the extent necessary direct that the City Council take the above action.

ANALYSIS:
The Middle Santa Ana River Total Maximum Daily Load (TMDL) was adopted by the Santa Ana Regional Water Quality Control Board on August 26, 2005, by Resolution R8-2005-0001, naming the Santa Ana River Reach 3 as one of the impaired water bodies for pathogen indicators. The TMDL identifies the City of Corona as one of the dischargers who must comply with TMDL requirements, including pathogen indicator waste load allocations for urban discharges and specific compliance schedules. The Middle Santa Ana River Watershed TMDL Task Force agreement establishes a task force to cooperatively complete watershed-wide tasks and undertake all other plans, programs, and studies as authorized by the parties to the agreement in order to comply with the TMDL. The agreement establishes the responsibilities and cost sharing criteria among the parties.
Withdrawal from, or non-participation in the agreement will require the City of Corona to separately comply with all requirements established for urban dischargers in the Middle Santa Ana River.
