City Council consideration to approve a Professional Services Agreement with KOA Corporation to provide Traffic Corridor Impact Study and Design Services for the Ontario Avenue Widening in the amount of $972,328.60; and award Request of Proposal (RFP) 19-001CA.

RECOMMENDED ACTION:
Recommended action
That the City Council:

1. Award the Request for Proposal (RFP) 19-001CA, titled "Traffic Corridor Impact Study and Design Services for Ontario Avenue Widening" to KOA Corporation in the amount of $972,328.60, and waive any and all minor irregularities in the proposal.

2. Authorize the City Manager or the Public Works Director or their designees, to execute the Professional Services Agreement with KOA Corporation, in the amount of $972,328.60, and to negotiate and execute non-substantive extensions, change orders and amendments up to the amount provided by Corona Municipal Code Section 3.08.070(I) and/or amendments to the agreements pursuant to Ordinance No. 2790.

3. Authorize the Purchasing Agent to issue a purchase order to KOA Corporation in the amount of $972,328.60.

ANALYSIS:
Ontario Avenue serves as a major connector to Interstate 15 in the southern portion of the City. The project location and limits are shown on Exhibit "A." Ontario Avenue west of Compton Avenue is currently widened to six lanes, Ontario Avenue east of Compton Avenue roadway is reduced to three lanes. This reduction in lanes creates impacts to traffic operations such as congestion during peak traffic periods. Additionally, there are no sidewalks in the area of Ontario Avenue between the ramp terminal intersections.
