City Council consideration to approve a Professional Services Agreement with KOA Corporation to provide Traffic Corridor Impact Study and Design Services for the Ontario Avenue Widening in the amount of $972,328.60; and award Request of Proposal (RFP) 19-001CA.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Award the Request for Proposal (RFP) 19-001CA, titled “Traffic Corridor Impact Study and Design Services for Ontario Avenue Widening” to KOA Corporation in the amount of $972,328.60, and waive any and all minor irregularities in the proposal.
2. Authorize the City Manager or the Public Works Director or their designees, to execute the Professional Services Agreement with KOA Corporation, in the amount of $972,328.60, and to negotiate and execute non-substantive extensions, change orders and amendments up to the amount provided by Corona Municipal Code Section 3.08.070(I) and/or amendments to the agreements pursuant to Ordinance No. 2790.
3. Authorize the Purchasing Agent to issue a purchase order to KOA Corporation in the amount of $972,328.60.

ANALYSIS:
Ontario Avenue serves as a major connector to Interstate 15 in the southern portion of the City. The project location and limits are shown on Exhibit “A.” Ontario Avenue west of Compton Avenue is currently widened to six lanes, Ontario Avenue east of Compton Avenue roadway is reduced to three lanes. This reduction in lanes creates impacts to traffic operations such as congestion during peak traffic periods. Additionally, there are no sidewalks in the area of Ontario Avenue between the ramp terminal intersections.
The recently completed corridor improvements on State Route 91 (SR-91) also constructed improvements along Interstate 15 mainline. However, neither of these projects constructed improvements at the interchange ramps or on Ontario Avenue. Fehr & Peers recently updated the City’s General Plan model land use to be consistent with 2017 base year and 2040 general plan build out and updated the surrounding cities outside Corona to be consistent with Southern California Association of Governments (SCAG) 2016 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) land use forecast. Also updated was the base and future roadway network to be consistent with improvements implemented since the previous general plan to include the Foothill Parkway Westerly Extension, Cajalco Road Improvements, and State Route 91 toll lanes. The traffic volumes from the General Plan model update demonstrate the need for improvements at the freeway ramp terminals, local intersection, and widening of Ontario Avenue.
The ultimate solution to the congestion is the reconstruction of Interstate 15/Ontario Avenue Interchange. The Interchange reconstruction is not currently included in Caltrans or Riverside County Transportation Commission’s (RCTC) current list of projects. In September 2017, RCTC transferred almost 1.5 million to the City of Corona to pay for their fair share of improvements to this interchange due to the impacts from the State Route 91 Corridor Improvement Project.
On July 20, 2018, RFP 19-001CA “Traffic Corridor Impact Study and Design Services for Ontario Avenue Widening” was formally advertised in the Sentinel Weekly News and posted on the City of Corona website.
Three proposals were received by the August 16, 2018, due date and were reviewed by a panel of City and County staff. The following is a summary of the proposal scoring results:

KOA Corporation was selected as the top firm by the panel. It is believed that KOA Corporation’s team possesses the skills and experience necessary to successfully execute the scope of work for the project. The Project Manager working with KOA Corporation has over thirteen years’ experience with extensive design and management experience in the preparation of Plans, Specifications, and Estimates.

STRATEGIC PLAN:
This item supports the City’s Strategic Plan Goal 1: Promote Public Safety; Objective C: Ensure adequate funding for investments and improvements in infrastructure that support public safety. Completion of the proposed project will repair, replace, and install infrastructure improvements that contribute to the safety and mobility of Corona residents.

ENVIRONMENTAL ANALYSIS:
State and Federal environmental documentation will be required to satisfy the CEQA and the NEPA in compliance with Caltrans Local Assistance Program. It is anticipated that the NEPA will be a Category Exemption and the CEQA will be an Initial Study/Mitigated Negative Declaration.
