City Council consideration to authorize the Mayor to execute a Freeway Maintenance Agreement between the City and the California Department of Transportation.

RECOMMENDED ACTION:

Recommended action                     

That the City Council approve and authorize the Mayor to execute a Freeway Maintenance Agreement between the City and the California Department of Transportation for the maintenance of City and shared facilities created and modified by the SR-91 Corridor Improvement Project.

 

Body

ANALYSIS:

In 1987, City Council approved the Freeway Maintenance Agreement between the City and the California Department of Transportation (Caltrans) wherein certain public facilities were identified and were agreed to be maintained by the City.  In that agreement, local streets and roadway system facilities were identified and designated as being operated and maintained by either Caltrans or the City or both.  In 2013, the City and Caltrans consented to adjustments to the local street and roadway system as required by the development of the SR-91 Corridor Improvement Project (“Project”) within the jurisdictional limits of the City.  With the Project now complete, a new agreement is necessary to identify new local streets and highway facilities modified and created by the Project.  This new Freeway Maintenance Agreement, if approved, will supersede the previous one.

 

The Freeway Maintenance Agreement identifies operational and maintenance responsibilities for both the City and Caltrans for various local streets and highway system facilities. This Freeway Maintenance Agreement ensures that maintenance of all public facilities along the SR-91 corridor within the City’s jurisdiction have clearly defined boundaries and responsible parties to help ensure that each facility is well maintained to provide safe and effective infrastructure.

 

The cost to maintain the facilities identified as City responsibility will continue to be funded through the City’s Gas Tax, Measure A allotment, and other appropriate funding if or when they are available. No budget change or funding allocation is necessary in order to execute the Freeway Maintenance Agreement.

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1: Promote Public Safety; Objective c: Ensure adequate funding for investments and improvements in infrastructure that support public safety.  Completion of the Project repaired, replaced, and installed infrastructure improvements that contribute to the safety and mobility of Corona residents.

 

FISCAL IMPACT:

The recommended action will not have an impact on existing budgets.  Areas identified in the Freeway Maintenance Agreement will be maintained with existing Gas Tax, Measure A, and other appropriate funding as provided in the approved budget through ongoing maintenance projects. Prioritization and adjustment of scope of maintenance projects will help ensure continuing budgetary availability.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action merely approves a Freeway Maintenance Agreement and there is no possibility that approving this agreement will have a significant effect on the environment.  Therefore, no environmental analysis is required.
