City Council consideration to accept and appropriate grant funds for public transit projects.

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Accept and appropriate the following funds from the Transit Services Fund for the Corona Cruiser Bus Stop Improvements project:

a.                     $31,089 in Fiscal Year 14-15 allocation of California Transit Security Grant Program funds, which includes $1,533.96 in received interest, plus any accrued interest. These funds will also be used towards the Corona Cruiser Shelter Battery and Lighting Improvement, Project No. 2017-30; $10,000 of the program allocation has already been appropriated for this project that was approved by City Council on December 20, 2017.

b.                     $50,000 in prior year State Transit Assistance funds.

 

2.                     Accept and appropriate $40,911, from the Transit Services Fund, for Fiscal Year 15-16 allocation of California Transit Security Grant Program funds, which includes $1,336.88 in received interest plus any accrued interest.  These funds will be used for the Bus Video Surveillance System Assessment and Repairs Project, and the Bus Radio Assessment and Repairs Project.  Any funds remaining after the projects are completed will be used towards bus stop improvements.

 

3.                     Authorize the Assistant City Manager/Administrative Services Director to approve additional budgetary adjustments required for the grants.

 

Body

ANALYSIS:

The City of Corona Transit Service staff intends on moving forward with three transit projects this fiscal year.  Grant funds have been secured to fully fund these projects.  Transit staff is seeking City Council approval to accept and appropriate grant funds as a precursor to initiating these projects.

 

Transit projects are as follows:

 

                     Corona Cruiser Bus Stop Improvements - This is an on-going, annual effort to enhance the existing bus stops, which includes adding new shelters and improvements to the current bus shelters.  Improvements include replace and/or repair current shelters, benches, kiosks, signs, and trash receptacles.  In addition, funding will be used towards the purchase of spare components.    

 

                     Bus Video Surveillance System Assessment and Repairs - Video surveillance equipment currently installed on Corona Cruiser buses and the 2012 Dial-A-Ride buses includes digital video recorders, cameras, wiring and harnesses; and electronic storage devices.  Video surveillance capability is an important tool for operational monitoring, risk management, safety and security purposes.  The purpose of this project is to assess the video system and repair any issues identified during the assessment including replacing appropriate parts.

 

                     Bus Radio Assessment and Repairs - The bus radio system currently installed on Corona Cruiser buses and the 2012 Dial-A-Ride buses include radios, antennas and emergency switches.  The purpose of this project is to assess the mobile radio’s operation, upgrade the antennas, check the quality of radio communication transmission, review the emergency call switch operation and harness condition; and repair any issues that are identified during the assessment including replacing appropriate parts.

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1: Promote Public Safety: protect our residents and business; Objective C: Ensure adequate funding for investment and improvement in the infrastructure that support public safety.  Bus stop amenities including passenger shelters would assure consistently attractive, accessible and secure bus stops that can be easily maintained.    The video surveillance system is a necessary tool which aids in investigations relating to comments/complaints; and will also aid in deterring criminal activity and/or vandalism on the bus. The radio system enables communication between the bus drivers and dispatchers; allowing dispatchers to monitor on-bus audio and take appropriate actions such as contact first responders in an emergency situation.

 

FISCAL IMPACT:

The estimated cost of these projects is $122,000.  The City will accept and appropriate $122,000 in grant funds and accrued interest, in the Transit Services Fund, through the recommended actions as outlined above.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action merely authorizes the appropriation of funding for assessing and replacing outdated and damaged equipment to existing facilities.  Since there is no possibility that adopting this action will have a significant effect on the environment, no environmental analysis is required.
