RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept and appropriate grant funding from the California State Library for the Family Literacy Program.
2. Appropriate $60,000 to the Library and Recreation Services’ operating budget and increase revenue estimates by the same amount in the Library Adult and Family Literacy Grant Fund.

ANALYSIS:
In November, 2018, the Corona Public Library (CPL) applied for Family Literacy Program grant funds through the California State Library. The goal of the Family Literacy Program is to provide learning and literacy support to low-literate adults and their families. Focus areas include strengthening a library’s capacity to deliver high-quality family literacy services, helping low-literate adults develop confidence and skills in supporting their children’s education, and creating opportunities for families to develop a culture of positive learning experiences on a more sustained basis.
On January 18, 2019, we were notified that CPL was awarded funds in the amount of $60,000 from the California State Library. This will fund a Family Literacy Program at the Corona Public Library through current fiscal year (2018/2019). This funding will allow the Library’s Literacy program to expand services to the families of low-literate adults to improve their reading and writing skills and foster family-wide literacy.

STRATEGIC PLAN:
This item supports the City’s Strategic Plan Goal 4: “Actively engaging in public and private partnerships to provide services and amenities.” The Library and Recreation Services Department is partnering with the California State Library to provide literacy services to low-literate adults and their families.
FISCAL IMPACT:
In Fiscal Year 2018/2019, the City will receive and budget $60,000 from the California State Library, which will fund literacy-related materials as well as partial funding for one part-time position. The grant funds do not have a matching requirement. The Family Literacy Program grant is budgeted in the Library Adult and Family Literacy Grant Fund. Grant funds must be expended or encumbered by June 30, 2019.
