City Council consideration of accepting $14,155 and appropriating $12,739 for the Local Edward Byrne Memorial Justice Assistance Grant, within the U.S. Department of Justice Grant Fund.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept the U.S. Department of Justice 2018 Local Edward Byrne Memorial Justice Assistance Grant in the amount of $14,155, with ten-percent (10%) of the award, or $1,416, designated for the City of Riverside as the grant’s Fiscal Agent, and three-percent (3%) of the remaining award (after the fiscal agent portion), or $383, is designated for the National Incident-Based Reporting System, or NIBRS.
2. Appropriate $12,739 from the U.S. Department of Justice Grant Fund and increase the estimated revenue by the same amount to be received from the U.S. Department of Justice.
3. Authorize the City Manager, City Attorney, and/or the Chief of Police to execute any required grant documents that are in compliance with the City Council’s actions hereunder.

ANALYSIS:
On January 8, 2019, the City of Riverside had notified the City of Corona that the 2018 Local Edward Byrne Memorial Justice Assistance Grant (JAG) local formula grant of $14,155 was approved for funding, from the U.S. Department of Justice.
The grant’s mission is to assist state, local, and tribal efforts to prevent or reduce crime and violence. Funds received are to be used for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, information systems for criminal justice, and criminal justice related research and evaluation activities that will improve or enhance law enforcement programs.
On August 15, 2018, the City Council authorized the City Manager to sign and enter into an Interlocal Agreement in coordination with twelve other agencies within Riverside County, as the U.S. Department of Justice merged us together for the funding application. The interlocal agreement was initially between the cities of: Banning, Cathedral City, Coachella, Corona, Desert Hot Springs, Hemet, Indio, Jurupa Valley, Moreno Valley, Palm Springs, Perris, Riverside, and the County of Riverside Sheriff’s Department. Later, the agencies were revised to remove Cathedral City and add in three other agencies; the City of Lake Elsinore, the Riverside County District Attorney’s Office and Riverside Probation Department. The funding was increased slightly by $580 from the August date.
Of the $14,155 that was allocated to the City of Corona, ten-percent (10%) of the award, or $1,416, designated for the City of Riverside as the grant’s Fiscal Agent, and three-percent (3%) of the remaining award, or $383, is designated for the National Incident-Based Reporting System, or NIBRS. By January 1, 2021 the Federal Bureau of Investigations, or FBI, intends NIBRS to be the law enforcement crime data reporting standard for the nation. This money is to be used for state and local jurisdiction working towards compliance to ensure data submission requirements will be met by the deadline and to be NIBRS certified. The NIBRS money will remain in the Police Department and be used for NIBRS training. The Police Department was approved to use the remaining funding, to purchase an unmanned aircraft system and accessories.
The 2018 Local Edward Byrne Memorial JAG project period will be from October 1, 2017 to September 30, 2021.

STRATEGIC PLAN:
This item supports the City Strategic Plan goal to promote Public Safety: Protect our Residents and Businesses (b) by ensuring adequate funding for facilities and equipment needed to support timely delivery of police and fire services to our community.
FISCAL IMPACT:
There is no local match requirement for this award. The City of Riverside will receive $1,416 as the designated fiscal agent. Approval of the recommended actions will result in an appropriation and revenue increase of $12,739 in the U.S. Department of Justice Grant Fund 411.
The 2018 Local Edward Byrne Memorial Justice Assistance Grant will reimburse the City for the following approved item:

Total $12,739
Any unused budget will carry forward into FY 2019-20.

ENVIRONMENTAL ANALYSIS:
No environmental review is required because the proposed action is not a project under the California Environmental Quality Act.
