RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Approve Joint Planning Agreement No. 18-DSR-12868 amongst Western Area Power Administration (“WAPA”), the City of Corona (Contractor), and other Intertie and Parker-Davis Project customers.
2. Authorize the City Manager or General Manager to execute the aforementioned Agreement.

ANALYSIS:
The purpose of the agreement is to memorialize the process for WAPA to share information and provide opportunities to convey insight and input on activities amidst the entities involved in the Power Purchasing Agreement. This communication process aides in the facilitation of the transmission, displacement and distribution of power to Corona. This Agreement will be used as a framework among the parties to provide Contractors with pertinent materials and opportunities for input and recommendations regarding the following as it relates to the Desert Southwest Region (DSW) Transmission Systems: Construction Projects, RRADs (Replacements, Retirements, Additions and Deletions), Budget Formulation and Execution Review, Transmission Planning and Rate Impact Assessment.
The Agreement, otherwise referred to as the Parker-Davis (PD) “Joint Planning Agreement” formalizes the understanding between WAPA and the PD Contractors, and replaces the “Joint Principles Agreement” Contract No. 95-DSR-10534 signed in 1995. This Agreement will remain in effect until midnight September 30, 2028 and will automatically renew for additional 10-year terms after September 30, 2028 unless WAPA delivers written notice of termination of this Agreement to the Contractors at least 24 months prior to the end of the initial or subsequent terms. Contractor may terminate its participation in this Agreement with 60 days advance written notice to WAPA and all other Contractors.

There is no fiscal impact associated with the recommended actions.
