City Council consideration of acceptance and appropriation up to $3,000 from the Veterans Connect @ the Library Project Grant for Fiscal Year 2018/19.

RECOMMENDED ACTION:
Recommended action
That the City Council:

1. Accept and appropriate funding from the Library Services and Technology Act (LSTA) grant funds for the Fiscal Year 2018/19 Veterans Connect @ the Library Project.

2. Appropriate up to $3,000 to the Library and Recreation Services' operating budget and increase revenue estimates by the same amount in the Library - Other Grants Fund.

ANALYSIS:
The purpose of the Veterans Connect @ the Library project is to reintegrate California veterans into the California workforce and the local community and to provide them with a quality of life similar to other Americans. The goals for this grant are to:

* Provide benefits and local service information to veterans and their families and help connect them with local organizations serving veterans, especially county service offices, CalVet, and the U.S. Department of Veterans Affairs.

* Increase the number of registered veterans through use of myCalVet.

* Increase California veteran benefit claims.

* Increase use of local libraries by veterans and their families.

Libraries are expected to participate over multiple years. In this first year, libraries receive the largest amount of funding to establish the program locally. In year two, additional funds are provided, but in a lesser amount, for program support. Libraries are expected to fund the program beginning in year three. However, LSTA will continue to provide program support and ongoing staff training.
