RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept an allocation from the State of California Fiscal Year 2018-19 Enhancing Law Enforcement Activities Subaccount in the amount of $256,203.
2. Authorize an appropriation and estimated revenue increase, in Fiscal Year 2019-20, in the amount of $256,203 within the Cal Cops Grants Fund.

ANALYSIS:
On March 15, 2019, the City of Corona received notification of an allocation of $256,203 from the State of California Fiscal Year 2018-2019 Enhancing Law Enforcement Activities Subaccount, or ELEAS for the Citizen’s Option for Public Safety (COPS) program. This allocation represents appropriations from the State for the Fiscal Year 2019-2020.
The funding is intended to support front line law enforcement activities. It is the twelfth installment of related supplemental law enforcement funding.
The Police Department recommends the new award be used to continue funding positions that support law enforcement activities such as; part-time General Assistants, part-time Public Safety Dispatchers, and part-time Crime Prevention Assistants, not presently funded by the General Fund. Use of this money will allow the Police Department flexibility in funding law enforcement activities that are understaffed.

STRATEGIC PLAN:
This item supports the City Strategic Plan goal to Promote Public Safety: protect our Residents and Businesses (b) ensure adequate funding for facilities and equipment needed to support timely delivery of police and fire services to our community.
FISCAL IMPACT:
The $256,203 funds from the State of California Enhancing Law Enforcement Activities Subaccount (ELEAS), formerly known as the Supplemental Law Enforcement Services Account (SLESA), will be used to support law enforcement activities in the Cal Cops grant fund.
The County Board of Supervisors approved the funding to be released from the County Auditor / Controller in monthly installments. Use of the funding will be appropriated through the City’s annual budget process for July 1, 2019.

ENVIRONMENTAL ANALYSIS:
No environmental review is required because the proposed action is not a project under the California Environmental Quality Act.
