RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Approve award of bid Notice Inviting Bids (NIB) 19-005SB to Emergency Vehicle Group of Anaheim, CA in the amount of $106,582 as the lowest responsive, responsible bidder pursuant to Corona Municipal Code 3.08.110 - formal bidding procedures for non-public projects.

 

2.                     Reject the bid from Fritts Ford of Riverside, CA as non-responsive.

 

3.                     Authorize the Purchasing Agent to issue a purchase order to Emergency Vehicle Group in the amount of $106,582

 

4.                     Authorize the City Manager, or their designee, or the Fire Chief, to approve necessary change orders up to the amount provided by Corona Municipal Code section 3.08.080 (i).

ANALYSIS:

In March of 2019, the Corona Fire Department took possession of a Hazmat Trailer purchased with grant funding awarded to our Hazardous Materials Response Team program, by the County and The California Governor's Office of Emergency Services (Cal OES) through the State Homeland Security Program (SHSP).  The trailer which will be towed by the purchase of this utility truck, will enhance response capabilities and allow for the transportation and proper storage of mandated equipment compliant of a State Certified Type 2 Hazardous Materials Team. The utility truck will also be equipped with hazardous material incident mitigation equipment, and it will have adequate seating capability to transport team members to emergency incidents.

The utility truck will also be configured for and capable of use on a variety of fire and technical rescue incidents, including the capability of towing other trailers.  

April 1, 2019, the Administrative Services Department issued NIB 19-005SB for the purchase of one 2019 Ford HazMat Utility Truck.  The NIB was advertised in the Sentinel Weekly News on April 5, 2019, and posted on Planet Bids.  The City solicited sixteen vendors, and received two bids on the due date, April 16, 2019.  Staff evaluated the bid from Emergency Vehicle Group and determined their bid met all bid specifications.  The bid submitted by Fritts Ford was evaluated and was determined to not meet the bid specifications.  The main bid exception was Fritts Ford but was unable to provide a 2019 model year.  The 2020 model year quoted would not be available until April 17, 2020.

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal to Promote Public Safety: Protect our Residents and Businesses (b) ensure adequate funding for facilities and equipment needed to support timely delivery of fire services to our community.

 

FISCAL IMPACT:

Funding for the recommended actions is available in the Fiscal Year 2018-19 Capital Improvement Plan Budget as follows: 

 

 

The new unit is numbered 61067 and will be on a 15-year replacement cycle.  The annual recurring cost for this vehicle will be $11,836, which includes the motor pool rental rate for replacement, fuel and maintenance.  This amount will be included in the Fire Department’s proposed operating budget for Fiscal Year 2019-20.

 

ENVIRONMENTAL ANALYSIS:

No environmental review is required because the proposed action is not a project governed by the California Environmental Quality Act.
