RECOMMENDED ACTION:
Recommended action
That the City Council authorize the Mayor to execute Grading and Improvement Agreements for Tract Map 31373 between the City and Corona-Upper Drive 25, LLC, a Delaware Limited Liability Company.

ANALYSIS:
Tract Map 31373 is a subdivision of 18.10 acres into 26 single-family residential lots in the A-14.4 (Single Family Residential, 14,400 square foot minimum lot size) Zone and Estate Residential designation of the City's General Plan and South Corona Community Facilities Plan. An existing single-family residence is located on Lot 26, one of the proposed lots. The tentative map was originally approved by the City Council on December 6, 2006, and the final map was approved by the City Council on July 18, 2018. The project is located on the east side of Lester Avenue, south of Upper Drive, as shown on Exhibit "A."
On July 18, 2018, the City entered into Improvement and Survey Monumentation Agreements with Corona-Upper Drive 25, LLC, the current owner of the vacant property, to secure the street and utility public improvements, and survey monumentation required for the project.

The owner is now proposing to construct off-site improvements along Lester Avenue and Upper Drive contiguous to their project, consisting of asphalt, curb, gutter and sidewalk to the ultimate master-planned configuration. These improvements were not required as a condition of the map, however they are being constructed by the owner in cooperation with the adjacent property owner in order to enhance the project's entry.
