RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Accept the $50,000 in-kind playground grant from Kompan Inc.

 

2.                     Accept the $50,000 matching funds donation from the Corona Parks Foundation and increase revenue estimates by $50,000 in the General Fund for Donations.

 

3.                     Appropriate $50,000, in the General Fund, to the capital improvement project titled “Lincoln Park ADA Playground Improvements.”

ANALYSIS:

The playground equipment at Lincoln Park was originally installed in 1985. At 34 years the equipment is beyond its useful life, which is typically 25 years for playground equipment. Over the years, some of the playground equipment at Lincoln Park became unusable and was removed due to a lack of replacement part availability. City of Corona (“City”) staff began looking for funding sources for the replacement of the equipment at Lincoln Park, and subsequently applied for a grant from Kompan Inc. The Kompan grant required a $50,000 funding match. The City turned to its long-time partner, the Corona Parks Foundation (“CPF”), for assistance. CPF in turn pledged to provide funding for this grant in the amount of $50,000. CPF is a local non-profit organization. Since 1993, CPF has been raising funds to enhance the quality of life in the City by promoting and providing parks and recreation amenities and programs for citizens of all ages.

 

Both the City and CPF have been looking for funding opportunities to install an inclusive playground in the City. Inclusive playground equipment goes beyond providing access to individuals with disabilities by creating a play space that engages and encourages interaction between all participants, regardless of age or physical ability.

 

On May 10, 2019, the City was notified that it was the recipient of $50,000 in-kind grant from Kompan Inc. through their “Make Your Playground Bloom” matched funding grant program. The City was one of five organizations receiving this grant in 2019, and the first California city to receive this grant. The Kompan “Make Your Playground Bloom” grant program was created in order to help communities, cities and schools in need of an innovative, inclusive play space or interactive fitness area.

 

COMMITTEE ACTION:

This item was taken to the Parks and Recreation Commission on May 8, 2019 and the Public Services Committee on June 6, 2019 as part of a presentation on upcoming playground replacements. Both the commission and committee recommended the project for City Council approval.

 

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1:  Promote Public Safety:  Protect our Residents and Businesses; Objective C:  Ensure adequate funding for investments and improvement in infrastructure that support public safety. The recommended action will help achieve these goals by providing funding to replace aging playground equipment at Lincoln Park. It further supports Strategic Plan goal 4:  Actively engaging in public and private partnerships to provide services and amenities. Corona is partnering with Kompan and CPF to fund its first-ever inclusive playground to the community.

 

FISCAL IMPACT:

The Kompan Inc. grant and funding donation from CPF will provide the funding needed to install playground equipment at Lincoln Park. Approval of the recommended actions will result in a revenue increase of $50,000 to the City’s General Fund - Other Revenue and will appropriate $50,000 to the capital improvement project titled “Lincoln Park ADA Playground Improvements.”  Additional funding of $200,000 was included for this project through the adoption of the Fiscal Year 2019-20 budget.

 

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action merely authorizes City staff to accept grant and donation funding and appropriate funding for the replacement of existing playground equipment, and there is no possibility that approving this action will have a significant effect on the environment. Therefore, no environmental analysis is required.
