RECOMMENDED ACTION:

Recommended action                     

That the City Council adopt Resolution No. 2018-126 reciting the fact of the General Municipal Election held on November 6, 2018 and declaring the results and such other matters as provided by law.

ANALYSIS:

The passing of Measure N on the November 2016 ballot changed the way City Council Members are elected from an “at-large” system to a “by-district” system.  Five Council electoral districts have been established and the residents of each district elect one Council Member from that district. 

 

As provided for in Measure N and Corona Municipal Code Section 2.08.170, commencing with the General Municipal Election on November 6, 2018, the voters in District 1, 4 and 5 elected new Council Members pursuant to the “by-district” system.  The remainder of the City Council Members currently in office will continue until the expiration of their terms.  On November 2020, the voters in District 2 and 3 will elect their City Council Members by-district.

 

The Riverside County Registrar of Voters has been charged with canvassing the returns of the November 6, 2018 General Municipal Election.  Pursuant to Sections 10262 and 10263 of the California Elections Code, after receiving the canvass from the Registrar of Voters, the City’s elections official shall certify the results to the governing body and the body shall adopt a resolution reciting the fact of the election and declaring the official results and such other matters as provided by the law.  These actions must be taken no later than the next regularly scheduled City Council meeting following presentation of the canvass, or at a special meeting called for that purpose. 

 

As of November 27, 2018, the semi-official results from the Registrar of Voter were 24,873 votes cast and the names of the persons elected were Jacque Casillas, Wes Speake, and Jim Steiner.

At the time of preparing this Agenda Report for the Special City Council Meeting on December 6, 2018, the Registrar of Voters has not submitted to the City of Corona the final certified canvass of votes.  A draft Resolution, utilizing the semi-official results noted above, has been prepared and is attached hereto.  Once the final certified canvass of votes has been received from the Registrar of Voters, the final Resolution and certification will be prepared and distributed at the Special City Council Meeting on December 6, 2018.

FISCAL IMPACT:

The cost for the Registrar of Voters to conduct the election for the City of Corona is estimated to be $149,250 based on the number of voters and actual costs from the various vendors who provide election services. Expenses incurred by the City Clerk’s office for General Election supplies, which includes advertising and postage, are projected to be $750 for a grand total of $150,000. Funds for the cost of the election have been included in the proposed operating budget for Fiscal Year 2018-19.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action is for expense reimbursement and reporting purposes, and there is no possibility that approving the recommended action will have a significant effect on the environment.
