Title
City Council consideration of acceptance and appropriation of $14,600 from the National Endowment for the Arts, in partnership with Arts Midwest, for implementation of the NEA Big Read program.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept grant funding for the National Endowment for the Arts, in partnership with Arts Midwest, Big Read program in the fall of 2019.
2. Appropriate $14,600 to the Library and Recreation Services’ operating budget and increase revenue estimates by the same amount in the Library - Other Grants Fund.

ANALYSIS:
The Corona Public Library has been awarded a grant in the amount of $14,600 from the National Endowment of the Arts (NEA) to participate in this year’s The Big Read. The NEA, in partnership with Arts Midwest, offers The Big Read in an effort to revitalize the role of literature in American culture and to encourage citizens to read for pleasure and enlightenment.
The grant requires a 50% match. Budgeted staff, existing library facilities, and a $14,300 donation from the Friends of the Corona Public Library comprise Corona’s grant match.
This year’s Big Read novel is Jeff VanderMeer’s Borne, about a young woman scavenging a living in a postapocalyptic city littered with discarded biotech experiments and preyed upon by a giant bear, whose life changes when she finds Borne.
Residents are encouraged to register for the Big Read and join the discussions and other activities related to the novel. There is no cost for participation.

This item supports the City’s Strategic Plan Goal 4: “Actively engaging in public and private partnerships to provide services and amenities.”
FISCAL IMPACT:
In Fiscal Year 2019-20, the City would receive and budget $14,600 in federal funds, to be appropriated from the Library - Other Grants Fund. The grant requires 50% matching funds of $14,600. Funding for the match portion is available through in-kind staff and facilities costs along with the Friends of the Corona Public Library donation of $14,300.
Approval of the recommended action will result in an appropriation and estimate revenue increase of $14,600 in the Other Grants Fund.
