RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Approve an amendment to the Maintenance Agreement for the maintenance of the shared traffic signals, highway safety lighting, and street lights, between the City and the County of Riverside.

 

2.                     Authorize the Public Works Director to execute the necessary documents to implement this agreement and subsequent amendments to this agreement.

 

Body

ANALYSIS:

For nearly 40 years, the City of Corona and the County of Riverside have shared an agreement to cooperatively maintain traffic signals and the highway safety lighting at locations where both share jurisdictional responsibility. Over time, jurisdictional boundaries have changed, additional traffic signals and highway safety lighting have been constructed, and each time, the Maintenance Agreement has been amended through both City Council action and Administrative approvals, as previously authorized by City Council.  At each location, a lead agency assumes the primary responsibility for operations and maintenance, sharing the total cost as a percentage of ownership.  The lead agency bills the other agency for the appropriate proportion of ownership costs incurred.  Billable costs include staff time, parts, labor, electricity, and other associated costs required to operate and maintain each traffic signal and highway safety lighting.  This agreement was last amended in February 2011, administratively, to modify the ownership and responsibility of the traffic signals located on Foothill Parkway at Crossroads Street, and added the traffic signals on Serfas Club Drive at Frontage Road and on Temescal Canyon Road at Dos Lagos Drive.  The City of Corona is the lead agency for these three locations.

 

After the completion of new traffic signals along Serfas Club Drive and the SR-91 Corridor Improvement Project (SR-91 CIP), several modifications and additions to the Maintenance Agreement were requested by both agencies to provide the most efficient and effective service to the public.  The City of Corona and the County of Riverside have agreed to share financial, operational, and maintenance responsibilities.  This amendment includes, for the first time, street lights along Frontage Road located in both Riverside County and City of Corona’s jurisdiction, in which all street lights along this circuit are connected to a single Southern California Edison electric meter service point located within Corona’s jurisdiction.  The operation and maintenance of all of these street lights will be performed by the City of Corona and an appropriate percentage of total costs will be billed to the County of Riverside for their portion of ownership. 

 

The amendment will also include the addition of all traffic signals along Serfas Club Drive.  While the intersections at Frontage Road and Pine Crest Drive, and at Monterey Peninsula Drive are entirely within the County of Riverside, the City of Corona has agreed to operate and maintain these facilities, on Riverside County’s behalf, and will bill them for 100% of all costs incurred.  Electricity for these facilities will be billed directly to the County of Riverside.  It should be noted that the traffic signal on Serfas Club Drive at Frontage Road was previously a part of this agreement, but due to the modifications made by the SR-91 CIP, this location required reidentification to include Pine Crest Drive as part of the traffic signal.  The shared traffic signals along Serfas Club Drive at Palisades Drive, and at Rancho Corona Drive are also included in this amendment as shared traffic signals.  Exhibit “A” is a copy of the current Maintenance Agreement with updated Appendices.  Exhibit “B” shows a complete list of the existing and the new facilities with cost sharing breakdown, amending the existing Maintenance Agreement.  Exhibit “C” provides a location map that identifies the current and proposed locations of traffic signals and street light facilities.

 

The County of Riverside and the City of Corona share a strong commitment to providing quality services to our residents and this agreement helps reinforce the cooperation we share to provide effective and efficient service to the public.

STRATEGIC PLAN:

This item supports the City’s Strategic Goal 4: Actively Engage in Public and Private Partnerships to Provide Services and Amenities; Objective a. Proactively develop partnerships with local and regional business interests and agencies.  Amending this maintenance agreement further strengthens our partnership with the County of Riverside to provide services to both agencies and residents in the most cost-effective manner.

This item supports the City’s Strategic Goal 5: Improve Circulation and Reduce Traffic; Objective a. Proactively work with local and regional transportation agencies to develop opportunities to reduce traffic, improve local circulation, and improve regional roadways.  Amending this agreement allows Corona staff to provide more effective and more efficient traffic signal operations and maintenance that results in improved circulation to the community.

 

FISCAL IMPACT:

Approval of the recommended actions amends an existing maintenance agreement to provide services for facilities shared by the two agencies.  The lead agency will provide the upfront cost of providing the operation and maintenance services to these facilities, but will bill the partner agency for the appropriate percentage of those total costs quarterly.  The budget for providing these services are all included in the annual operation and maintenance budgets of the appropriate funds. A breakdown of those funding sources and the estimated costs and reimbursements for Fiscal Year 2019-2020 are detailed below:

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action merely amends an agreement to provide maintenance services to existing facilities.  Since there is no possibility that adopting this action will have a significant effect on the environment, no environmental analysis is required.
