RECOMMENDED ACTION:
Recommended action
That the Planning and Housing Commission adopt the Mitigated Negative Declaration and Mitigation Monitoring Plan and adopt Resolution No. 2540 GRANTING PP2018-0005, based on the findings contained in the staff report and conditions of approval.

BACKGROUND
The project site is 5 acres and currently undeveloped. The Phase I Environmental Site Assessment prepared for the project site by Salem Engineering Group, Inc. (April 19, 2018), provided historical aerial photographs from 1931, which showed the site being used for agricultural purposes along with several structures.
