City Council consideration of acceptance and appropriation of $110,000 from the Office of Traffic Safety 2019-2020 for the Selective Traffic Enforcement Program Federal Award.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept the State of California Office of Traffic Safety 2019-2020 Selective Traffic Enforcement Program Federal Award of $110,000 for Local Law Enforcement Agencies.
2. Appropriate $110,000 of onetime money from the unappropriated General Fund Balance to be reimbursed from the State of California Office of Traffic Safety and increase the General Fund estimated revenue by the same amount for the program award.
3. Authorize the Chief of Police to execute any required grant documents that are in compliance with the City Council’s actions hereunder.

ANALYSIS:
The Police Department has successfully applied for funding for the Selective Traffic Enforcement Program (STEP) for Local Law Enforcement Agencies.
The goal of the Selective Traffic Enforcement Program for Local Law Enforcement Agencies is to reduce the number of victims killed and injured in identified traffic safety problems in cities participating in the program.
Again, this year the Office of Traffic Safety combined various minor grants into the STEP program for program administration ease. Specific projects will address STEP priorities including: driving under the influence (DUI) saturation patrols, sobriety checkpoints, traffic safety education, distracted driving enforcement, traffic enforcement including primary collision factors, bicycle and pedestrian enforcement, and motorcycle safety enforcement. The grant will provide support of these activities. In addition, the City of Corona’s Police Department will participate and report data for various campaigns, such as the Distracted Driving Awareness Month in April, 2020 and participate in the statewide Click It or Ticket mobilization period in May, 2020.
Additionally, funding was awarded for the purchase of DUI checkpoint equipment and supplies, and for training costs. The approved training funding will allow four officers to attend standardized field sobriety testing (SFST) and Advanced Roadside Impaired Driving Enforcement (ARIDE) classes and one officer will be able to attend the Drug Recognition Expert (DRE) Recertification training.
The grant is a one-time award for General Fund reimbursement of equipment, designated training, and project overtime in support of the program. The grant performance period is October 1, 2019 to September 30, 2020.

This item supports the City Strategic Plan goal to Promote Public Safety: Protect our Residents and Businesses, (c) Ensure adequate funding for investments and improvement in infrastructure that support public safety.
FISCAL IMPACT:
Expenditures will be reimbursed to the General Fund following submission of the quarterly claims as estimated in that period. There is no cash match requirement. Any unused budget will carry forward into Fiscal Year 2020-2021.
