RECOMMENDED ACTION:
Recommended action
That the City Council:

1. Accept and appropriate grant funding in the amount of $18,000 from the California State Library for the continuation of the Adult Literacy Program.

2. Appropriate $18,000 to the Library and Recreation Services' operating budget and increase revenue estimates by the same amount in the Library Adult and Family Literacy Grant Fund.

ANALYSIS:
The Corona Public Library continues to receive funds for the Adult Literacy program. This grant provides for one-on-one literacy tutoring for adults.

The Adult Literacy program has been in existence for over 20 years. It is funded almost exclusively through grants from the California State Library, for which we must apply annually. This funding supports the purchase of supplies for our volunteer tutors and their adult learners. It also supports ongoing training for library staff and for tutor/adult learner pairs.

This funding is vital and must be reallocated annually by the California State Legislature. The funds offer a baseline with which staff provide basic literacy services and are augmented (wherever opportunities arise) with grants, donations, and the general fund. Currently, 26 tutor/learner pairs work together to achieve specific literacy goals established in accordance with each learners' needs and abilities.

There are three parts to the library's funding formula:

1. A baseline amount ($18,000) for each approved literacy program to provide libraries with the funding needed to deliver a minimum level of local literacy services;
