RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Award Request for Proposal (RFP) 19-033AO, titled “ATMS Master Plan Update, Grant Services, Engineering Design Services, and Project Management Services” City Project No. 2018-08, to Iteris, Inc., for the amount not to exceed $456,338.00, and waive any and all minor irregularities in the proposal.
2. Approve the Professional Services Agreement with Iteris, Inc., in the amount not to exceed $456,338.00.
3. Authorize the City Manager, or his designee, to execute the Professional Services Agreement between the City and Iteris, Inc., for the amount not to exceed $456,338.00.
4. Authorize the Purchasing Manager to issue a purchase order to Iteris, Inc., for the amount not to exceed $456,338.00 and approve necessary change orders up to the amount provided by the Corona Municipal Code Section 3.08.070 (I).
5. Authorize the City Manager, or his designee, to negotiate and execute any amendment to the Professional Services Agreement, which are either non-substantive or are otherwise in compliance with the City Council’s actions hereunder.

ANALYSIS:
The Advanced Traffic Management System (ATMS) was originally conceived back in 2000 out of a need to have multiple traffic signal systems communicate to each other to provide more efficient traffic management to a growing community. The first ATMS Master Plan was originally completed in September of 2002. The ATMS Master Plan provided a strategic plan that identified infrastructure, technology and priorities for implementing the improvements to the system for the foreseeable future identifying three primary phases of implementation. The central hub of the ATMS is the Traffic Management Center (TMC), which was first activated when Corona’s new City Hall was opened on May 21, 2005. The ATMS Interim Project outfitted the new TMC in City Hall and connected the first traffic signals and cameras along Sixth Street, Main Street, Magnolia Avenue, Ontario Avenue, and Lincoln Avenue to the TMC using existing communication infrastructure. In 2007, the ATMS Phase I project was completed which upgraded the communications infrastructure to fiber optic communications, installed additional cameras and upgraded the technology used to operate several traffic signals. In 2011, the ATMS Phase II Project expanded the system, which then included major portions of Foothill Parkway, California Avenue, Hidden Valley Parkway, McKinley Avenue, Auto Center Drive, Serfas Club Drive, River Road, Railroad Street, Cajalco Road, Temescal Canyon Road, Grand Boulevard, and Rimpau Avenue. The ATMS Phase II project also upgraded the technology used in the TMC and in the field taking advantage of the lasted technologies available at the time.
For the past decade, technology in the transportation industry has expanded exponentially, with advanced video analytics, artificial intelligence, data dashboards, connected and automated vehicles, and high-speed communication technology. With limited human resources, being able to harness these technologies to better understand how the traffic signal system is being used will provide valuable insight in to the decision making both for day-to-day operations and long-term transportation planning. Through several previous capital improvements and developer improvements, several connections were leveraged to the infrastructure, providing empty conduits that are now ready to be filled with communication media.
The award of this RFP to Iteris will allow for a review of the current system and an assessment of the technologies available in the industry in order to update the ATMS Master Plan that will provide the roadmap for the ATMS in to the future. Plans, Specifications and an Estimate will be produced to identify the cost to implement current and future improvements. Grant funding will be sought after to enhance local available funding to allow for the priority improvements to be deliverable within existing budgets. Iteris will create the plans and specifications ready to bid the ATMS Phase III project. Finally, Iteris will provide Project Management services over the construction and implementation of the ATMS Phase III project assisting staff with delivering the final project.
On June 7, 2019, RFP 19-033AO “ATMS Master Plan Update, Grant Services, Engineering Design Services, and Project Management Services” was formally advertised in the Sentinel Weekly News and posted on the City’s Bid Opportunities web page and the Planet Bids website. The RFP notification contacted one hundred seventy-six (176) firms with thirty-six (36) downloads of the RFP bid document. A pre-bid meeting was held at Corona City Hall on June 18, 2019 to discuss details of the RFP and to ensure perspective firms had a chance to visit Corona’s TMC providing bidders a better understanding of the system Corona currently has. Two (2) proposals were received by the due date of July 23, 2019.
Staff believes that the specialty of the work requested to be performed, the variety of tasks to be performed and the experience in similar projects are contributing factors to why only two firms submitted proposals. Staff also believes that including all the tasks requested in this single RFP ensured only quality firms or team of firms submitted proposals and that the final project will result in the best possible product at the best value to accomplish the City’s goals.
The evaluation of the two proposals was based on five criteria: 1) Understanding of the work to be done 2) Experience with similar kinds of work 3) Quality of staff performing work 4) Ability to demonstrate innovation to meet the needs of this project and 5) Price competitiveness. The following is the proposal scoring results:
Iteris, Inc., was the winning proposal. The proposals were evaluated by City staff and found to be consistent with the requirements listed in the RFP. While both firms provided outstanding proposals, Iteris, Inc., received higher scores in 1) Understanding work to be performed and 2) Experience in similar kinds of work.

STRATEGIC PLAN:
This item supports the City’s Strategic Goal 5: Improve Circulation and Reduce Traffic; Objective b. Explore technological approaches to improve traffic. Awarding this RFP will allow staff to explore and evaluate new technologies while expanding the existing ATMS across the last remaining major corridors in the city.

ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action approves an agreement to provide professional services to plan and design future improvements. Since there is no possibility that adopting this action will have a significant effect on the environment, no environmental analysis is required.
