SUBJECT: Discussion on City Policy regarding Graffiti Abatement.


The following information is presented for Council discussion and direction regarding the City's current policy for graffiti abatement.

Graffiti abatement is necessary to provide for a healthy and safe community. Graffiti is damaging to the community - it negatively impacts property values, reduces the feeling of security to those in the community, and is a communication tool for criminals. Prompt removal of graffiti is essential to eliminate blight and discourage repeat offenders. This program allows for prompt graffiti removal in the community from homes, businesses and public facilities. This needed service has been identified by City of Corona employees, including the City of Corona Police Department.

The Graffiti Abatement Program provides service to the entire City. Requested funds from the CDBG Program will specifically benefit the program that servers the low- and moderate-income areas within Census Tracts 408.08, 415, 416, 417.02, 417.03, 417.04, 419.6, and 418.13.

The Graffiti Abatement Program is a collaboration between the community and the City. It provides a means to remove unsightly and inciteful graffiti messages in an expedient manner. It also provides for collaboration between the Maintenance Services Department and the Police Department. The software used to record all instances of graffiti, GraffitiTrakker, enables the Police Department to track gang related activity, as well as link multiple acts of graffiti traced to a single perpetrator to aid in prosecution of crime, increasing the sentence and fines by increasing the dollar amount of property damage.
