RECOMMENDED ACTION:

Recommended action                     

That the:

 

1.                     City Council adopt the Plans and Specifications for the Hayden Avenue and Howe Street Waterline Replacement, Project No. 2018-21.

 

2.                     City Council award the bid, NIB 20-008CA, to Ferreira Construction Co., Inc., dba/Ferreira Coastal Construction Co., the lowest responsive, responsible bidder, for the total bid amount of $245,545.00, and waive any and all minor irregularities in the bidding document as submitted by said bidder.

 

3.                     City Council authorize the City Manager, or his designee, to execute the Construction Contract with Ferreira Construction Co., Inc., dba/Ferreira Coastal Construction Co., in the amount of $245,545.00, and approve necessary change orders up to twenty-five percent of the contract amount.

 

4.                     City Council authorize the Purchasing Manager to issue a purchase order to Ferreira Construction Co., Inc., dba/Ferreira Coastal Construction Co., in the amount of $245,545.00.

 

5.                     Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct the City Council to take the above actions.

 

Body

ANALYSIS:

The project will include construction of approximately 750 linear feet of new 8-inch ductile iron waterline, including all necessary connections, services, fire hydrants, valves, and related work in Hayden Avenue from Nelson Street to Howe Street and in Howe Street from Hayden Avenue to an existing zone isolation valve approximately 430 feet south of Hayden Avenue.

A street improvement project on Howe Street to include concrete curb and gutter to be constructed by the City and asphalt concrete pavement to be constructed by private property owners is proposed for construction in early 2020. The City desires to replace an existing 6-inch diameter asbestos cement waterline in Howe Street prior to construction of the street improvements. The existing 6-inch asbestos cement pipe constructed in 1977 currently serves several customers with 1060-Zone water, requiring the customers to use individual booster pumps to increase pressure for beneficial use. The proposed waterline alignment will connect to the 1220-Zone waterlines in Nelson Street and Howe Street and eliminate the need for privately owned booster pumps at the services currently connected to the 1060-Zone distribution system. Delivery of fire flows will be improved by the proposed 8-inch waterline connected to the 1220-Zone distribution system.

The project location and limits are shown on Exhibit “A.”

The Plans and Specifications for this project were completed by K&A Engineering and reviewed by City staff and are ready for adoption and award.  The project was advertised pursuant to Corona Municipal Code requirements, and on September 11, 2019, six (6) bids were received from prequalified contractors through the PlanetBids bidding service.

The following is a summary of the bid results and the Engineer’s Estimate:

 

Staff reviewed all bids received and recommends awarding the contract based on the Bid Schedule for a total contract amount of $245,545.00 to Ferreira Construction Co., Inc., dba/Ferreira Coastal Construction Co., as the lowest responsive, responsible bidder.  All licenses and references for Ferreira Construction Co., Inc., dba/Ferreira Coastal Construction Co., have been reviewed and verified by City staff, and all other documentation is in order.

 

Construction is tentatively scheduled to commence in December 2019, with completion anticipated in March 2020.

STRATEGIC PLAN:

This project will achieve one of the City’s six strategic plan goals: 1. Promote Public Safety; Objective C: Ensure adequate funding for investments and improvements in infrastructure that support public safety. Construction of this project will result in the construction of infrastructure and improvements that contribute to the safety of Corona residents by providing reliable and clean drinking water that promotes public health.

The estimated construction costs for this project are outlined as follows:

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to §21080.21 Application of Division to Public Right-of-Way Pipeline Projects Less than One Mile in Length, which exempts any project of less than one mile in length within a public street or highway or any other public right-of-way for the installation of a new pipeline. Therefore, no environmental analysis is required.
