RECOMMENDED ACTION:
Recommended action
That the:

1. City Council adopt Resolution No. 2019-090, adopting an addendum to the Program Environmental Impact Report (SCH # 2008091085) prepared for the Groundwater Management Plan - Mangular Blending Facility Project, making environmental facts and findings in support thereof and reaffirming the statement of overriding considerations pursuant to the California Environmental Quality Act.

2. Corona Utility Authority review, ratify and to the extent necessary, direct the City Council take the above action.

ANALYSIS:
A Program Environmental Impact Report ("PEIR") for the Ground Water Management Plan ("GWMP") was adopted by the City Council on May 2, 2012. The GWMP defined 25 specific management strategies or projects for implementation of the GWMP, which are intended to facilitate a sustainable ground water supply for the City.

The City of Corona is proposing to implement construction of the Mangular Blending Facility Project ("Project"), a key component of the Groundwater Blending Program, one of the specific management strategies identified in the GWMP and the PEIR.
