City Council consideration of acceptance and appropriation of a Service Agreement with Corona-Norco Unified School District (CNUSD), via the Proposition 47 Grant Program Safe Neighborhoods and Schools Fund, to fund a Community Service Officer within the Youth Diversion Program.

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Authorize the acceptance of Proposition 47 Grant Program funds from CNUSD in the amount of $79,000 per year for a three-year period, totaling $237,000 to the General Fund.

 

2.                     Authorize one Community Service Officer I position, Range 303-343, ($2,730 - $3,332) with three years of budget offset by the above-mentioned grant. 

 

3.                     Authorize the Mayor to sign an agreement with the CNUSD identifying grant objectives and reimbursement of the Community Service Officer I for the three-year period.

 

4.                     Appropriate $38,435 from the unappropriated General Fund balance to be reimbursed from CNUSD, based on pro-rated needs for January 1, 2020 through June 30, 2020, and increase the General Fund revenue by this amount.

ANALYSIS:

In March 2019, the Corona-Norco Unified School District (CNUSD) applied for the 2019 Proposition (Prop) 47 Grant Program, offered by the California Board of State and Community Corrections.  Prop 47 is a voter initiative that reduces from felonies to misdemeanors, certain low-level crimes and directs state savings to programs primarily focused on mental health, substance abuse disorder treatment and diversion programs for those in the criminal justice system. Voters also approved the bulk of the state savings for rehabilitative grants targeting Prop 47 individuals.  Prior to submitting the grant for review, CNUSD officials and Corona Police partnered and envisioned this grant as a tool to enhancing our commitment to the community and the youth impacted by Prop 47.  

 

In July 2019, CNUSD received notification of an award of $1,000,000 over a three-year period.  CNUSD has committed to funding a Community Service Officer I position to work within the Youth Diversion Program.  This Community Service Officer will allow for an increase in enrollment of youths into the program, allow for better case management, mentor youth, and provide regular scheduled diversion training for our community.  In addition to partnering with Corona Police, as part of this grant funding, CNUSD is partnering with other local law enforcement, contracting with Community-Based Organizations, and providing evidence-based interventions to our target population. Funding for our Prop 47 grant program will reduce juvenile recidivism rates, divert juvenile offenders from juvenile correctional institutions, and improve performance in school and employment readiness.

 

The grant would authorize the position of Community Service Officer I for a period of three years.  The grant period is August 15, 2019 to May 15, 2023.  Funding is available for the Corona Police Department on January 1, 2020.

 

After the three-year grant funding is exhausted, the Police Department will revisit this position and it is anticipated to return to council for funding of this position, based on the needs of the Police Department at that time.

FISCAL IMPACT:

CNUSD will reimburse the City up to $237,000 over a three-year period, or up to $79,000 per year for the Community Service Officer I Youth Diversion Team position.  A Community Service Officer I’s estimated annual cost is approximately $77,032.  Expenditures will be submitted quarterly to CNUSD for reimbursement.  Below are the estimated costs and reimbursement, prorated for Fiscal Year 2019-2020 and future annual totals:
