RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Adopt the Plans and Specifications for the Lincoln Park Playground Rubberized Surfacing Installation Project.

 

2.                     Award Notice Inviting Bid (“NIB”) 20-036HC for the Lincoln Park Playground Rubberized Surfacing Installation Project to IVL Contractors, Inc., of Rialto, California, in the amount of $160,400.00.

 

3.                     Authorize the City Manager, or Acting Public Works Director, to execute a contract with IVL Contractors, Inc., in the amount of $160,400.00, and approve necessary change orders up to ten percent of the contract amount.

 

4.                     Authorize the Acting Public Works Director and City Attorney to negotiate and execute any amendments to this agreement which are either non-substantive or otherwise in compliance with the City Council’s actions hereunder.

 

5.                     Authorize the Purchasing Agent to issue a purchase order to IVL Contractors, Inc., in the amount of $160,400.00, in accordance with duly authorized and executed agreements.

 

Body

ANALYSIS:

The City of Corona (City) is in the process of installing an inclusive playground at Lincoln Park, which was funded in the adopted Fiscal Year 19/20 Capital Improvement Plan. The City also received funding from the Corona Partners Foundation, as well as an in-kind grant from Kompan for the purchase and installation of the equipment. The new playground not only replaces aged equipment at the park, but also helps to meet a need in the community for access to facilities that allow playground access to people of all abilities and ages. An essential part of providing access to the new playground is the installation of rubberized surfacing. Rubberized surfacing provides the foundation and support necessary for individuals that utilize devices such as wheelchairs, walkers, or crutches for mobility. In addition, the playground surfacing at Lincoln Park adds to the play experience by complementing the castle theme, encouraging imaginative play. The playground layout and renderings are attached to this report as Exhibit “A.”

 

This project was initially bid as NIB 20-027HC on November 6, 2019. Nine prospective bidders registered for the project bid through the City’s PlanetBids website. Only one bid was received by the due date and time of November 21, 2019 at 2:00 p.m. The bid amount received was in the amount of $191,444.00, which was higher than original estimates. As a result, City staff opted to rebid the project and rejected all bids received under NIB 20-027HC. The Public Works (PW) Department subsequently issued NIB 20-036HC for the project on December 4, 2019. NIB 20-036HC was posted to the City’s PlanetBids website on December 4, 2019 and advertised in the Sentinel Weekly and the construction trade journals specified in § 22036 of the Act on December 4, 2019. Fourteen contractors registered for the project bid through the City’s PlanetBids website. Three bids were received by the December 19, 2019 due date and time. The results of the bids are as follows:

IVL Contractors, Inc., of Rialto, California is the apparent lowest responsive and responsible bidder, with a bid submission of $160,400.00. PW recommends that the City Council award the project to IVL Contractors, Inc., of Rialto, California in the amount of $160,400.00.  All licenses and references for IVL Contractors, Inc., have been reviewed and verified by City staff and all other documentation is in order.

 

COMMITTEE ACTION:

This item was taken to the Parks and Recreation Commission on May 8, 2019 and August 14, 2019, as well as the Public Services Committee on June 6, 2019, as part of a presentation on upcoming playground replacements. Both the Commission and Committee recommended the project for City Council approval.

 

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1:  Promote Public Safety:  Protect our Residents and Businesses; Objective C:  Ensure adequate funding for investments and improvement in infrastructure that support public safety. The recommended action will help achieve these goals by completing the project to install a new playground at Lincoln Park.

 

FISCAL IMPACT:

Funding for this project is provided for in the Citywide ADA Improvements Capital Improvement Project 68690. There is sufficient funding available for approval of the recommended actions.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
