City Council and Corona Utility Authority consideration of adopting the Plans and Specifications for the Water Reclamation Facility 1 Sludge Storage Project and award the bid, NIB 20-006CA, to Pacific Hydrotech Corporation.

RECOMMENDED ACTION:
Recommended action
That the:
1. City Council adopt the Plans and Specifications for the Water Reclamation Facility 1 Sludge Storage Project.
2. City Council award Notice Inviting Bids (NIB) 20-006CA titled Water Reclamation Facility 1 Sludge Storage Project to Pacific Hydrotech Corporation, the lowest responsive, responsible bidder for the total bid amount of $2,569,300, and waive any and all minor irregularities in the bidding document as submitted by said bidder.
3. City Council authorize the General Manager to execute a Contract with Pacific Hydrotech Corporation in the amount of $2,569,300 and approve necessary change orders and/or amendments up to 10% of the Contract amount.
4. City Council authorize the Purchasing Agent to issue a purchase order to Pacific Hydrotech Corporation in the amount of $2,569,300.
5. City Council authorize the General Manager and City Attorney to negotiate and execute any extensions and/or amendments which are either non-substantive or are otherwise in compliance with the City Council’s actions hereunder.
6. City Council authorize a total appropriation of $1,591,569 to the WRF#1 Project 6831 from the following sources: $1,015,916 from 2013 Wastewater Revenue Bonds Fund 454 and $575,653 from Water Reclamation Utility Fund 572.
7. Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

ANALYSIS:
The City of Corona Purchasing Division solicited bids from qualified, licensed contractors for the Water Reclamation Facility 1 (WRF#1) Sludge Storage Project. The Department of Water and Power (DWP) will be overseeing this project.
DWP operates three water reclamation facilities serving the City of Corona. All biosolids processing is done at Water Reclamation Facility #1 (WRF#1). WRF#1 utilizes a sludge blending tank within the wastewater treatment process to combine waste activated sludge, primary sludge, and venturi reject water. The current blending method is difficult to regulate and very inefficient. The sludge components are currently being blended into a less than optimal ratio of 10:1 (Waste Activated Sludge : Primary Sludge/Venturi reject water). Lastly, the current sludge blending tank is over 30 years old, severely rusted, and has reached its maximum service life.
DWP is requesting to construct a new sludge storage unit by retrofitting the original chlorine contact basin that has been out of service for approximately twenty (20) years. The chlorine contact basin will be converted and engineered into the proposed sludge storage unit. The new sludge storage unit will comprise of two (2) tanks. The first tank will collect, store, and feed primary sludge. The second tank will store, collect, and feed waste activated sludge and venturi rejected water. The contents of both tanks will be easily regulated to control flow rates. Controlling flow rates will enable operators to obtain an ideal sludge component mixing ratio of 3:1.
The Plans and Specifications for this project were completed by Albert A. Webb Associates and reviewed by City staff. The bid was advertised on October 16, 2019 pursuant to Corona Municipal Code and is ready for adoption and award. The City established a list of nine (9) prequalified contractors known to provide such services. A mandatory pre-bid meeting was held on October 23, 2019 with seven (7) prequalified contractors in attendance. Three (3) prequalified contractors submitted bids by the November 19, 2019 due date and time.
A summary of the contractor bids is presented below:
Staff reviewed each of the bids received and recommends awarding the contract based on the Bid Schedule for a total contract amount of $2,569,300 to Pacific Hydrotech Corporation. All licenses and references for Pacific Hydrotech Corporation have been reviewed and verified by City staff, and all other documentation is in order.

FISCAL IMPACT:
The WRF#1 Biosolids-Sludge Storage Project #6831 has an existing balance of $517,930 in Water Reclamation Utility Fund 572 and $459,801 in the 2013 Wastewater Revenue Bonds Fund 454. DWP is requesting an appropriation of $1,015,916 from the 2013 Wastewater Bonds Fund 454 and $575,653 from the Water Reclamation Utility Fund 572 to Project #6831 for a total appropriation of $1,591,569.
This will be the final project funded by the 2013 Wastewater Revenue Bonds.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action merely authorizes City staff to develop a plan for future capital improvement projects, and there is no possibility that this action will have a significant effect on the environment. Therefore, no environmental analysis is required.
