RECOMMENDED ACTION:

Recommended action                     

That the:

 

a.                     City Council approve Contract Change Order No. 1 in the amount of $15,000.00 to Moraes/Pham & Associates, the electrical design engineer for the Garretson Blend Station Zone 3 Emergency Generator (Project), Project No. 2019-05.

 

b.                     City Council authorize the Department of Water and Power General Manager to execute the Third Amendment to the existing Professional Services Agreement (PSA) between the City and Moraes/Pham & Associates.

 

c.                     City Council authorize the Purchasing Manager to issue Change Order No. 1 to Purchase Order R171702 to Moraes/Pham & Associates in the amount of $15,000.00 for a total of $41,202.00.

 

d.                     Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct the City Council to take the above actions.

 

Body

ANALYSIS:

The Project will construct new emergency generator facilities at the Garretson Blend Station to equip the 1060-Zone booster pump station with a 1000kW standby power generator. The Project is located on City-owned property at the southeast corner of East Ontario Avenue and Magnolia Avenue within the Garretson Blend Cell site. The Garretson Blend Cell is a key component of the City’s potable water distribution system and one of two facilities used to blend groundwater with treated potable water. Continued operation of the Garretson Blend Cell is critical to maintain water quality and distribution system delivery capabilities during unforeseen power outages.

The Project will include installation of City-furnished generator, walk-in generator enclosure, generator particulate filter, and fuel tank. Work includes demolition, construction of underground power and controls conduits and cables, earthwork, concrete pads and retaining walls, fencing, gates, pavement repairs, landscaping repairs, fuel piping, electrical cabinets and equipment, and equipment commissioning and startup. The Project will provide emergency backup power, but not increase the capacity of the facility.

The Project location and limits are shown on Exhibit “A.”

The Plans for the Project were completed by JIG Consultants and Moraes/Pham & Associates and reviewed by City staff. The specifications were prepared by City staff.

Council approved the construction contract to Amtek Construction on February 19, 2020. Construction is tentatively scheduled to commence in April 2020, with completion anticipated in July 2020.

Purchase Order R171702 was authorized under Blanket Purchase Order B170205 for on-call electrical engineering services with the final contract term expiring June 30, 2018.  The on-call agreement was competitively sourced through RFP 14-125CA and awarded by Council on October 1, 2014. The consultant began work on the Garretson Blend Station in March 2017 during the fourth year of a five-year agreement, but the project was placed on hold to complete other capital improvement project priorities.

With the reactivation of Garretson Blend Emergency Generator Project, City Council action is required to extend the agreement term retroactively and modify the compensation amount to allow the consultant to provide construction phase electrical engineering services and to increase Purchase Order R171702 in the amount of $15,000.00.

STRATEGIC PLAN:

These projects will achieve one of the City’s six strategic plan goals of 1. Promote Public Safety; Objective C: Ensure adequate funding for investments and improvements in infrastructure that support public safety.

 

FISCAL IMPACT:

Budget for the construction phase electrical engineering services was included in the City Council action on February 19, 2020, approving the following cost estimate and budget:

Funding for this Project is available in the Capital Improvement Project (65310) titled, “Emergency Generator Project” within the Water Utility Fund 570.

 

ENVIRONMENTAL ANALYSIS:

CEQA Guideline Section 15301 Class 1: Existing Facilities allows for the minor alteration of existing structures and mechanical equipment involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination, including existing facilities of publicly owned utilities used to provide public utility services.  As discussed above, the Project will not increase the capacity of the existing facility and will be located within the existing site boundaries. 

CEQA Guideline Section 15301 Class 3 New Construction or Conversion of Small Structures allows for construction and location of limited numbers of new, small facilities or structures and installation of small new equipment and facilities in small structures. As discussed above, the Project includes installation of a new generator in a walk-in enclosure, fuel tank, and minor alterations to existing electrical cabinets.

Therefore, because the project is a minor alteration of an existing facility and does not involve expansion of existing use and is limited to installation of small structures and small new equipment, the project is exempt per CEQA Guidelines Section 15301, Class 1 and Class 3.
