RECOMMENDED ACTION:
Recommended action
That the:
a. City Council receive and approve the submittal of the 2019 Housing Element Annual Progress Report to the California Department of Housing and Community Development for the previous calendar year.
b. Corona Housing Authority receive and approve the Low and Moderate Income Housing Asset Fund activity information required in accordance with Health and Safety Code 34176.1(f) (1-11) for the previous fiscal year ending June 30, 2019.

ANALYSIS:
Pursuant to California Government Code Section 65400, Annual Progress Reports (APR) regarding the City's adopted Housing Element must be made to the California Department of Housing and Community Development (HCD) by April 1, 2020. Each year the report covers the number of building permits issued for new housing in the City in the preceding calendar year.
The annual housing report is submitted to HCD using their on-line reporting system. The on-line reporting system requires the City to use the form provided by HCD, which is attached as Exhibit 1. In the Southern California Association of Governments (SCAG) region, the 2019 reporting year is shown as Year 7 in the Fifth Housing Element Cycle (Table B) of Exhibit 1.
