RECOMMENDED ACTION:
Recommended action
That the City Council:

a. Make a determination, by a majority vote of the City Council, pursuant to Government Code Section 54952.2(b)(1) that an emergency situation exists due the potential for the COVID-19 pandemic to severely impair public health and safety.

b. If the City Council makes a determination that an emergency situation exists, adopt Resolution No. 2020-010 ratifying and extending the proclamation of the existence of a local emergency by the Director of Emergency Services regarding the COVID-19 pandemic.

ANALYSIS:
On March 8, 2020 the Riverside County's Public Health Officer declared a local health emergency based on an imminent and proximate threat to public health from the introduction of a Novel Coronavirus (COVID-19) in Riverside County. On March 10, 2020, the County of Riverside proclaimed a local emergency due to the threat of COVID-19 in the County and the first confirmed case within the County. On March 11 the World Health Organization declared COVID-19 a pandemic, pointing to the over 118,000 cases of the coronavirus illness in over 110 countries and territories around the world and the sustained risk of further global spread. COVID-19 has created conditions that are beyond the control of the services, personnel, equipment and facilities of the City of Corona, and require the combined forces of other political subdivisions to combat.
