RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Make a determination, by a majority vote of the City Council, pursuant to Government Code Section 54952.2(b)(1) that an emergency situation exists due to the potential for the COVID-19 pandemic to severely impair public health and safety.
b. If the City Council makes a determination that an emergency situation exists, adopt Resolution No. 2020-011.
