RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Adopt the Plans and Specifications for the Magnolia Medians Landscape Renovation Project.
b. Approve a budgetary transfer of $469,000 from Fund 227 (“Measure A”) in Capital Improvement Project 7268 River Road Median Landscape Improvement Projects to Capital Improvement Project 7263 Magnolia Median Rehabilitation.
c. Appropriate additional funds in the amount of $31,000 from Fund 222 (“Gas Tax”) to Capital Improvement Project 7263 Magnolia Median Rehabilitation.
d. Award Notice Inviting Bid (“NIB”) 20-052HC for the Magnolia Medians Landscape Renovation Project to Mariposa Landscapes, Inc., of Irwindale, California, in the amount of $718,602.55.
e. Authorize the City Manager to execute a contract with Mariposa Landscapes, Inc., in the amount of $718,602.55, and approve necessary change orders up to ten percent of the contract amount.
f. Authorize the Acting Public Works Director and City Attorney to negotiate and execute any amendments to this agreement which are either non-substantive or otherwise in compliance with the City Council’s actions hereunder.
g. Authorize the Purchasing Manager to issue a purchase order to Mariposa Landscapes, Inc., in the amount of $718,602.55 in accordance with duly authorized and executed agreements.
Body
ANALYSIS:
The City of Corona (City) is responsible for the maintenance of landscaping on certain public rights-of-way in Corona, including parkways and medians. One area the City is responsible for is the medians along Magnolia Avenue, which span from Ontario Avenue north to Rimpau Avenue, as shown on Exhibit “A.” The landscape material in the medians has been declining over the past several years. In addition, the dated and inefficient above-ground irrigation causes overspray and run-off to occur, which not only wastes water but also erodes the pavement. City staff identified the Magnolia Medians as an area that needed to be renovated for these reasons and created Capital Improvement Project No. 7263 titled, “Magnolia Median Renovation Project” (“Project”). Staff appropriated funding from both the Gas Tax Fund (Fund 222) and Measure A Fund (Fund 227) in the amounts of $300,000 and $200,000, respectively. Renovating landscape areas are approved uses for both Gas Tax and Measure A funds, per State of California guidelines.
During the landscape design phase, the Public Works Traffic Division provided input on the project that impacted it, thereby changing the scope. Two left-hand turn lanes on southbound Magnolia Avenue, at Kellogg and Fullerton Avenues, were deficient. More cars queue up to turn left onto Kellogg and Fullerton Avenues than the current lanes allow for. This causes a hazardous situation on Magnolia, whereby cars back up into the through lanes on Magnolia Avenue southbound. Therefore, both turn lanes need to be extended to accommodate more cars in the queue. The southbound left-hand turn lane on Fullerton Avenue needs to be extended from 75 feet to 250 feet with an additional 60-foot transition (S-curve) and the left-hand turn lane on Kellogg Avenue needs to be extended from 85 feet to 150 feet, also with an additional 60-foot transition (S-curve). The City worked with a local civil engineering firm, Armstrong and Brooks, and designed the additional turn lanes in conjunction with the landscaping design work being performed by BMLA, Inc.
Subsequently, this Project was issued as NIB 20-052HC on May 6, 2020 and advertised in the Sentinel Weekly and the construction trade journals specified in § 22036 of the Act on May 6, 2020. A total of 22 prospective bidders registered for the project bid through the City’s PlanetBids website. A total of seven bids were received by the due date and time of May 21, 2020 at 2:00 p.m. The results of the bids are as follows:

Mariposa Landscapes, Inc., of Irwindale, California is the apparent lowest responsive and responsible bidder, with a bid submission of $718,602.55. Public Works recommends that the City Council award the project to Mariposa Landscapes, Inc., of Irwindale, California in the amount of $718,602.55. All licenses and references for Mariposa Landscapes, Inc., have been reviewed and verified by City staff and all other documentation is in order.
As mentioned previously, there is an existing Capital Improvement Project No. 7263 for this Project. The current balance in Capital Improvement Project No. 7263 is $444,525.00. Based upon the bid amount which includes the additional scope to extend the turn pockets on Magnolia Avenue, construction inspection services required, and a contingency appropriation of additional funding is necessary, as shown in the table below:

Based on the above project costs, staff requests a transfer of $469,000 from Fund 227 (“Measure A”) in Capital Improvement Project 7268 to be transferred to Capital Improvement Project 7263 and an additional appropriation of $31,000 from Fund 222 (“Gas Tax”) in order to complete the project. Staff is requesting a transfer of funds from an existing capital improvement project instead of an appropriation from the fund balance for Measure A Fund 227 due to potentially reduced revenues due to Coronavirus Disease 2019 (COVID-19).
COMMITTEE ACTION:
This item was taken to the Parks and Recreation Commission on August 14, 2019 as part of a presentation on upcoming projects. The Commission recommended the project for City Council approval.
STRATEGIC PLAN:
This item supports the City’s Strategic Plan Goal 1: Promote Public Safety: Protect our Residents and Businesses; Objective C: Ensure adequate funding for investments and improvement in infrastructure that support public safety. The recommended action will help achieve these goals by extending two turn pocket lanes along Magnolia Avenue to expand capacity for traffic turning from Magnolia onto Kellogg and Fullerton Avenues and renovating the aged landscaping along Magnolia to beautify the area.
FISCAL IMPACT:
Funding for this project is currently budgeted from Gas Tax Fund 222 and Measure A Fund 227 in the amount of $266,715.00 and $177,810.00, respectively. Approval of this project would result in a transfer of Measure A Fund 227 in the amount of $469,000 from Capital Improvement Project 7268 for the River Road Median Landscape Improvement Project and an additional appropriation of $31,000 from Gas Tax Fund 222. Gas Tax Fund 222 has sufficient funds for this appropriation. Any unused funds will be returned to the respective fund balances upon completion of the project.

ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
