City Council consideration of Resolution No. 2020-055, declaring intention to annex territory to Community Facilities District No. 2016-3 (Maintenance Services) of the City of Corona, and adopting a map of the area proposed to be annexed thereto (Annexation No. 16).

RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Adopt Resolution No. 2020-055, declaring intention to annex territory to Community Facilities District No. 2016-3 (Maintenance Services) of the City of Corona, and adopting a map of the area proposed to be annexed thereto (Annexation No. 16).
b. Authorize the Purchasing Agent to increase Purchase Order P21554 in the amount of $8,250.

ANALYSIS:
The development is comprised of several vacant commercial lots bounded by Sheridan Street to the west, Sixth Street to the north, and Belle Avenue to the east. The gross acreage for the entire property in the boundary area is approximately 3.48 acres, as shown in Exhibit "A" of Resolution No. 2020-055 ("Subject Parcel"). The property owner proposes to construct a Medical Center.
As a condition of approval, the Subject Parcel is required to be annexed into Community Facilities District No. 2016-3 ("CFD No. 2016-3") in order to pay for the maintenance of public landscaping, street lighting, streets, and water quality facilities. The owner of the Subject Parcel, Corona Regional Medical Center, has submitted a petition to the City requesting that the Subject Parcel be annexed to CFD No. 2016-3.
CFD No. 2016-3 was formed by the City Council on December 7, 2016 pursuant to the provisions of the Mello-Roos Community Facilities Act of 1982 ("Act").
