City Council consideration of approval of award of Notice Inviting Bid (“NIB”) 20-049HC for Santana Regional Park Playground Improvements Project.

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Adopt the Plans and Specifications for the Santana Regional Park Playground Improvements Project.

 

b.                     Award Notice Inviting Bid (“NIB”) 20-049HC for the Santana Regional Park Playground Improvements Project to Jaynes Brothers Construction of Newbury Park, California, in the amount of $198,248.22.

 

c.                     Authorize the City Manager to execute a contract with Jaynes Brothers Construction in the amount of $198,248.22 and approve necessary change orders up to ten percent (10%) of the contract amount.

 

d.                     Authorize the Acting Public Works Director and City Attorney to negotiate and execute any amendments to this agreement which are either non-substantive or otherwise in compliance with the City Council’s actions hereunder.

 

e.                     Authorize the Purchasing Manager to issue a purchase order to Jaynes Brothers Construction in the amount of $198,248.22, in accordance with duly authorized and executed agreements.

ANALYSIS:

In 2017 Community Facilities District (CFD) No. 2017-2 (Valencia/Seville) was created for the purpose of financing public facilities and services necessary for the development of Tract No. 37057 by the developer, VD Corona Kellogg, LLC. Tract No. 37057 consists of 92 single family detached homes located at the northeast corner of Santana Way and Kellogg Avenue. Based on the proximity of the new tract to Santana Park and potential for increased park activity, $400,000 was dedicated in the funding and acquisition agreement for the installation of an accessible playground at Santana Park to meet the increased demand.

 

The “Santana Park Accessible Playground” project was included in the Fiscal Year 2020 Capital Improvement Projects budget. On January 15, 2020, the Corona City Council approved the purchase of inclusive playground equipment directly from the manufacturer, Kompan, Inc. Subsequently, a bid for the installation of this equipment and rubberized surfacing was issued as NIB 20-049HC on May 19, 2020 and advertised in the Sentinel Weekly and the construction trade journals specified in § 22036 of the Act on May 20, 2020. A total of 33 prospective bidders registered for the project bid through the City’s PlanetBids website. Twelve bids were received by the due date and time of June 11, 2020 at 12:00 p.m. The results of the bids are as follows:

Jaynes Brothers Construction of Newbury Park, California is the apparent lowest responsive and responsible bidder, with a bid submission of $198,248.22. Public Works recommends that the City Council award the project to Jaynes Brothers Construction of Newbury Park, California in the amount of $198,248.22.  All licenses and references for Jaynes Brothers Construction have been reviewed and verified by City staff and all other documentation is in order.

 

COMMITTEE ACTION:

This item was taken to the Parks and Recreation Commission on August 14, 2019, November 13, 2019 and January 8, 2020 and also to the Public Services Committee on September 4, 2019 as part of a presentation on upcoming projects. Both the Commission and Committee recommended the project design for City Council approval.

 

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1:  Promote Public Safety:  Protect our Residents and Businesses; Objective C:  Ensure adequate funding for investments and improvements in infrastructure that support public safety. The recommended action will help achieve these goals by installing accessible playground equipment at Santana Park.

 

FISCAL IMPACT:

Funding for this project is available in the “Santana Park Accessible Playground” Capital Improvement Project (73810). There are sufficient funds available in the project for the recommended action.

 

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Sections 15302 and 15303 of the Guidelines for the California Environmental Quality Act (CEQA), which states that the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity is exempt from CEQA, and Section 15303, which states that the construction or installation of small new equipment and structures is exempt from CEQA. This action will authorize the replacement of playground equipment at Santana Park with inclusive playground equipment, which will serve the same purpose and capacity as the existing playground equipment. Therefore, no further environmental analysis is required.
