RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Approve as an exception to bid pursuant to Corona Municipal Code 3.08.140 (b) No Competitive Market for a purchase order in the amount of $140,000 with Advanced Utility Systems Corporation for Fiscal Years ending 2021 and 2022.
b. Authorize the Purchasing Manager to issue a purchase order to Advanced Utility Systems Corporation in the amount of $140,000 per Fiscal Years 2021 and 2022.

ANALYSIS:
The City utilizes the software from Advanced Utility Systems Corporation for the City’s utility billing software, CIS Infinity Support. The City selected Advanced Utility Systems for a utility billing system in 2001 from a competitive request for proposals. Advanced Utility Systems is the only representative for CIS Infinity Support Software. Support for the software is not available from any other vendor.

FISCAL IMPACT:
The funding for this action will be allocated in the department’s annual budgets for Fiscal Years 2021 and 2022.
ENVIRONMENTAL ANALYSIS:
No environmental review is required because the proposed action is not a project governed by the California Environmental Quality Act.
