City Council consideration of accepting and appropriating $119,000 from the State of California Office of Traffic Safety for the 2020-2021 Selective Traffic Enforcement Program Federal Award.

RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Authorize the acceptance of the State of California Office of Traffic Safety 2020-2021 Selective Traffic Enforcement Program Federal Award of $119,000 for Local Law Enforcement Agencies.
b. Appropriate $119,000 of onetime money from the unappropriated General Fund Balance to be reimbursed from the State of California Office of Traffic Safety and increase the General Fund estimated revenue by the same amount for the program award.
c. Authorize the Chief of Police to execute any required grant documents that are in compliance with the City Council's actions hereunder.

ANALYSIS:
The Police Department has successfully applied for funding from the State of California Office of Traffic Safety for the Selective Traffic Enforcement Program (STEP) for Local Law Enforcement Agencies.
The goal of the Selective Traffic Enforcement Program is to reduce the number of victims killed and injured by identified traffic safety problems in cities participating in the program.
The Office of Traffic Safety combined various minor grants into the STEP program for program administration ease. Specific projects will address STEP priorities including driving under the influence (DUI) saturation patrols, sobriety checkpoints, traffic safety education, distracted driving enforcement, traffic enforcement, bicycle and pedestrian enforcement, and motorcycle safety enforcement.
